Business registration fee collection level in 2023
According to Circular 47/2019/TT-BTC, organizations and individuals when registering a business under Vietnamese law must pay a business registration fee; organizations and individuals when using business information provision services must pay a business information provision fee.
Fees for providing business information and business registration fees are implemented according to the Business Registration Fee Schedule as follows:

Note:
- The fee for providing business information specified in Section 2 of the Schedule of fees and charges for business registration issued with Circular 47/2019/TT-BTC, only applies to cases requiring the business registration authority to provide business information.
- Providing a summary report on business registration including: Summary report on business founders and managers in 03 years; Summary report on business history in 03 years; Summary report on the latest business registration information; Statistical report on business list; Summary report on business financial situation in 03 years; List of 100 businesses upon request; Other information products are built on the basis of extracting and summarizing data from the National Database on Business Registration.
- Providing business information by account: Is providing business information to a pre-registered account at the Business Registration Support Center under the Department of Business Registration Management to meet the need to research, exploit and synthesize business registration information in large quantities, over a long period of time.
Organizations and individuals are exempt from fees and charges in the following cases:
- Enterprises that add or change information due to changes in administrative boundaries are exempted from business registration fees and fees for publishing business registration contents.
- Registration of business dissolution, temporary suspension of business; termination of branch, representative office, and business location operations are exempted from business registration fees.
- Enterprises that register their business online are exempt from business registration fees.
- State agencies requesting to provide information for state management purposes are exempted from providing business information.
- Small and medium enterprises converted from business households are exempted from business registration fees and fees for providing initial business information.
Business registration fee collection level in 2023
Pursuant to Circular 85/2019/TT-BTC, the business registration fee is under the decision-making authority of the Provincial People's Council. In particular, the business registration fee is the amount collected when the competent state agency issues a business household registration certificate, a cooperative registration certificate, a cooperative union registration certificate (including a branch registration certificate, representative office, business location of a cooperative, cooperative union).
Thus, the level of business registration fees will be under the authority of the provincial People's Council, so each province will have its own regulations on this issue. This means that the level of business registration fees in different provinces may be different.
For example:
- The fee for business registration in Ho Chi Minh City is 100,000 VND/time/registration (according to Resolution 124/2016/NQ-HDND of Ho Chi Minh City People's Council)
- The fee for registering a business household in Hanoi is 100,000 VND/1 issuance (according to Resolution 06/2020/NQ-HDND of the Hanoi People's Council)
