Party work allowance rates from July 1, 2023
According to Guidance Document 05-HD/BTCTW dated July 1, 2011, the allowance for Party work is equal to 30% of the current salary plus leadership position allowance and seniority allowance exceeding the standard rate (if any).
In there:
- Current salary = Coefficient x Base salary
The coefficients are specified in the appendix attached to Decree 204/2004/ND-CP.
The basic salary from July 1, 2023, is 1,800,000 VND/month.
- Leadership position allowance: implemented according to the regulations in Circular 02/2005/TT-BNV, with the allowance coefficient also issued in Decree 204/2004/ND-CP.
Leadership allowance = Coefficient x Base salary
- The seniority allowance exceeding the standard rate is regulated by Circular 04/2005/TT-BNV. The rate is 5% of the salary at the highest level within the rank. From the fourth year onwards, for each year that two criteria for receiving the seniority allowance exceeding the standard rate are met, an additional 1% is added.
Therefore, with the increase in the basic salary from VND 1,490,000 to VND 1,800,000, the allowance for Party work will be adjusted upwards accordingly from July 1, 2023.
Who is entitled to the Party work allowance?
According to Guideline 05-HD/BTCTW, the subjects entitled to the Party work allowance include:
- Officials, civil servants, and employees working in Party and socio -political organizations from the central to district levels who receive salaries from the state budget as stipulated in point a, clause 1, Section I of Guidance 05-HD/BTCTW. Specifically:
I. ALLOWANCES FOR PARTY AND SOCIAL ORGANIZATION WORK 1. Scope and subjects of application a) Scope of application This guideline stipulates the allowance regime for Party and socio-political organization work for cadres, civil servants, and employees on the assigned payroll, receiving salaries from the state budget, including: - The Party's advisory and support agencies: offices, organizations, mass mobilization, propaganda, foreign affairs, and subordinate Party committees from the Central level to the district level. - Organizations: Vietnam Fatherland Front, Vietnam Federation of Labor, Vietnam Farmers' Association, Ho Chi Minh Communist Youth Union , Vietnam Women's Union, and Vietnam Veterans Association, from the central to district levels. |
- Officials, civil servants, and employees working in inspection committees at all levels have not received and are not eligible for professional responsibility allowance and seniority allowance.
- Employees working under fixed-term labor contracts of 1 year (12 months) or more in agencies of the Party and socio-political organizations who have been classified according to the salary scales prescribed by the State and are within the staffing quota approved by the competent authority.
Note: The following individuals are not eligible for the Party work allowance:
- Officials, civil servants, and those working full-time in Party and socio-political organizations in State agencies, units, and the armed forces.
- Officials, civil servants, public employees, and workers employed under labor contracts in Party-affiliated public service units; enterprises and public service units of Party organizations and socio-political organizations.
- Officials and civil servants who are on leave awaiting retirement age according to Decree 67/2010/ND-CP on the regime and policies for officials who are not old enough to be re-elected or re-appointed to positions and titles for a term in agencies of the Communist Party of Vietnam , the State, and socio-political organizations. - Officials and civil servants holding elected or appointed positions with a position salary of 9.70 or higher, or with a leadership position allowance coefficient of 1.20 or higher.
- Officials and civil servants working in inspection committees at all levels who are receiving professional responsibility allowance, or professional responsibility allowance and seniority allowance.
- Individuals whose salaries are determined according to their rank in the classified information system.
