Party work allowance from July 1, 2023
According to Instruction 05-HD/BTCTW dated July 1, 2011, the party work allowance is equal to 30% of the current salary plus leadership position allowance and seniority allowance beyond the framework (if any).
In there:
- Current salary = Coefficient x Basic salary
The coefficient is specified in the appendix issued with Decree 204/2004/ND-CP.
Basic salary from July 1, 2023 is 1,800,000 VND/month.
- Leadership position allowance: implemented according to regulations in Circular 02/2005/TT-BNV with allowance coefficient also issued in Decree 204/2004/ND-CP.
Leadership allowance = Coefficient x Basic salary
- Seniority allowance exceeding the framework is regulated in Circular 04/2005/TT-BNV. In which, the benefit level is 5% of the salary of the last salary grade in the scale. From the 4th year onwards, each year that meets two criteria for seniority allowance exceeding the framework is calculated to receive an additional 1%.
Thus, with the increase in basic salary from 1,490,000 VND to 1,800,000 VND, the party work allowance from July 1, 2023 will be adjusted accordingly.
Who is entitled to party work allowance?
According to Instruction 05-HD/BTCTW, the subjects receiving party work allowance include:
- Cadres, civil servants, and employees working in Party agencies and socio-political organizations from the central to district levels receive salaries from the state budget as prescribed in Point a, Clause 1, Section I of Instruction 05-HD/BTCTW. Specifically:
I. ALLOWANCES FOR PARTY WORK, POLITICAL AND SOCIAL ORGANIZATIONS 1- Scope and subjects of application a) Scope of application This guideline regulates the regime of allowances for party work and political and social organizations for cadres, civil servants and employees on the payroll assigned and receiving salaries from the state budget, including: - The Party's advisory agencies: office, organization, mass mobilization, propaganda, foreign affairs and subordinate party committees from the Central to district levels. - Agencies: Vietnam Fatherland Front, Vietnam Confederation of Labor, Vietnam Farmers' Association, Ho Chi Minh Communist Youth Union, Vietnam Women's Union and Vietnam Veterans Association from Central to district level. |
- Cadres, civil servants and employees working at inspection committees at all levels have not received and are not eligible for professional responsibility allowances and seniority allowances.
- People working under a labor contract with a term of 1 year (12 months) or more in agencies of the Party, political and social organizations have been paid according to the salary tables prescribed by the State within the payroll quota approved by the competent authority.
Note: Subjects not eligible for party work allowance include:
- Cadres, civil servants and people working full-time in party work, political and social organizations in state agencies, units and armed forces.
- Cadres, civil servants, public employees and workers working under labor contracts in Party public service units; enterprises, public service units of Party agencies, and socio-political organizations.
- Officials and civil servants who are waiting to reach retirement age according to Decree 67/2010/ND-CP on regimes and policies for officials who are not old enough to be re-elected or re-appointed to positions and titles according to their terms in agencies of the Communist Party of Vietnam, the State, and socio-political organizations. - Cadres and civil servants holding elected or appointed positions have a position salary of 9.70 or higher or have a leadership position allowance coefficient of 1.20 or higher.
- Officials and civil servants working at inspection committees at all levels are receiving professional responsibility allowances, or professional responsibility allowances and seniority allowances.
- People are ranked according to their key rank.
