According to the provisions of the Law on Health Insurance amended and supplemented in 2014, health insurance is a form of compulsory insurance applied to subjects as prescribed by law for health care, not for profit purposes, organized and implemented by the State.

In which, the household participating in health insurance (generally called household) includes all people whose names are in the household registration book or temporary residence book. Family health insurance is a form of compulsory health insurance for all members whose names are in the household registration book or temporary residence book for health care, not for profit purposes, organized by the State, not counting the following people in the total number of members in the household:

- People whose names are in the household register but have a temporary absence certificate provided by the People's Committee of the commune or ward.

- The person is deceased (must have reduced his/her household income).

- People who have separated their household registration.

People who are considered to have participated in health insurance: People who have been issued health insurance cards belong to different subjects. The remaining people who do not have health insurance cards are subjects that must participate according to their households.

Thus, it can be understood that family health insurance is a form of compulsory health insurance for all members whose names are listed in the household registration book or temporary residence book, except for those who have participated in health insurance under other subjects for health care, not for profit purposes organized by the State.

Point e, Clause 1, Article 7 of Decree 146/2018 of the Government stipulates the family health insurance contribution rate as follows: The first person contributes 4.5% of the basic salary; the second, third, and fourth persons contribute 70%, 60%, and 50% of the first person's contribution rate, respectively; from the fifth person onwards, the contribution rate is 40% of the first person's contribution rate.

From July 1, 2023, the basic salary will be adjusted to VND 1,800,000/month according to Decree No. 24/2023/ND-CP of the Government. Therefore, the contribution rate and health insurance regime will also be adjusted in accordance with the new regulations.
