The rapid flood combined with continued heavy rain on the morning of September 27 caused more than 1,000 houses in Tan Lac Town and communes along the Hieu River, such as Chau Tien, Chau Hanh, Chau Binh, Chau Nga, Chau Hoi to be deeply flooded, many houses were flooded up to the roof. Mr. Vo Thai Tinh, Chairman of the People's Committee of Tan Lac Town, said that the flood had isolated all residential areas in this town. Since the early morning of September 27, the government has mobilized police and military forces to assist in moving people and property to safety.

Also on the morning of September 27, at the stream flowing between Son Ha and Hoa Son villages, Ta Ca commune, Ky Son district, Nghe An (where a terrible flash flood occurred in October 2022), floodwaters rose high and flowed rapidly, causing localized flooding in Muong Xen town. Floods also completely cut off more than 300 households in Bao Thang and Bao Nam communes (Ky Son district). According to the report of the Steering Committee for Natural Disaster Prevention and Search and Rescue of Nghe An province, as of the afternoon of September 27, floods had flooded 1,178 houses in the whole province (of which 1,080 were in Quy Chau district alone); 3 houses collapsed, 94 houses were severely damaged by tornadoes and landslides. Floods caused 14 points on national highways to be deeply flooded, and 3 points had landslides, cutting off traffic.
In Thanh Hoa, prolonged heavy rains have caused localized flooding in many localities, especially many streets in Thanh Hoa City were flooded from 30 - 60 cm deep on the morning of September 27. In the face of the complicated flood situation, on September 27, Thanh Hoa provincial leaders visited the localities affected by floods to inspect, urge and direct flood prevention and control work. Preliminary statistics from the Department of Agriculture and Rural Development of Thanh Hoa province showed that by the afternoon of September 27, heavy rains caused 1 resident (residing in Binh Luong commune, Nhu Xuan district, Thanh Hoa) to be swept away by water, and his whereabouts were still unknown yesterday afternoon. In the mountainous district of Quan Hoa, a landslide occurred on National Highway 15, passing through Phu Xuan commune. In addition, heavy rain also flooded 15 road locations, causing traffic jams in the districts of Nong Cong, Thuong Xuan, Nhu Xuan, Thach Thanh, and Lang Chanh. Particularly in Thach Thanh district, many landslides appeared on the banks of the Buoi River, threatening dozens of households in Thach Dinh and Thanh Truc communes. The People's Committee of Thanh Hoa province had to declare an emergency landslide situation on the Buoi River to mobilize forces and means to be ready to respond to bad situations.
In Ha Tinh, on the night of September 26, at Km82+800 of National Highway 8A, a section in Son Kim 1 Commune (Huong Son District), another landslide occurred due to heavy rain. About 1,000 cubic meters of rock and soil on the positive slope spilled onto the road, completely blocking traffic. By the morning of September 27, the Road Management Office 2.3 (under Road Management Area 2, Vietnam Road Administration) coordinated with relevant agencies to mobilize machinery and workers to level the landslide. By 11:00 a.m. the same day, National Highway 8A was reopened. Previously, on the night of September 26, people in Huong Thuy Commune (Huong Khe District) coordinated with local authorities to successfully rescue two men who were swept away by floodwaters.
