Buying sand from Cambodia to speed up the progress of Ho Chi Minh road through Kien Giang

"We are negotiating a contract to buy 35,000 cubic meters of sand from Cambodia, with prices fluctuating when arriving at the construction site from 290,000-310,000/cubic meter. We will start construction as soon as the site is handed over," said Mr. Do Duc Binh, General Director of Hai Dang Joint Stock Company, the contractor for the XL1 package of the Ho Chi Minh road, Rach Soi - Ben Nhat section (through Kien Giang, Bac Lieu).

On the morning of September 19, it was raining but machinery and equipment were still ready for workers to start construction as soon as the sun was shining.

Mr. Nguyen Truong Tien, commander of the XL1 package, said that yesterday - September 18, Chau Thanh district ( Kien Giang ) handed over more land, increasing the total to 3/8,165km. "This afternoon, September 19, we will go to the site to take more notes to deploy the construction plan," he said.

Because the land has been handed over but there are still many areas of rice that have not been harvested. Therefore, the contractor will take specific notes and have a construction plan right after the farmers have completed the rice harvest.

Mr. Vo Thanh Hung, specialist of the Ho Chi Minh Road Project Management Office, Rach Soi - Ben Nhat section (under the Ho Chi Minh Road Project Management Board - investor) said that as of September 19, Bac Lieu had handed over 4.76/6.6km.

A house in Vinh Phuoc B commune, Go Quao district, Kien Giang has not yet handed over the land, even though it is located next to the construction site.

In Kien Giang, Go Quao district has assigned 6.5/22km; Vinh Thuan 8.8/12.05km; Chau Thanh 3/8.165km. Giong Rieng district has 3km but overlaps with existing National Highway 61 so there is no need to clear the land.

Localities are urgently speeding up the site clearance process. However, according to a leader of the People's Committee of Vinh Thuan District (Kien Giang), according to the correct procedure, it takes three months to reclaim agricultural land and six months for non-agricultural land from the date of the notice of reclamation. Land reclamation must be done in accordance with legal regulations, it cannot be done too soon...

Buying sand from Cambodia while waiting for domestic sand source

In 2024, the investor is expected to disburse 130% of the registered plan of 1,390 billion VND...

Of the total sand demand for the project, the investor has only been able to balance the source of about 300,000m3. The remaining 1.8 million m3 of sand is awaiting survey results from the sand mine in Tien Giang and the sea sand mine near Hon Son (Kien Giang).

Currently, the total construction volume of the project has only reached 6%. Accordingly, only 9/25 bridges have been constructed in a "xoi do" manner, meaning that the construction is carried out as the ground and access roads reach. The road section is currently only over 2.5km in length because only 50,000m3 of the total demand of 2.1 million m3 of sand have been imported.

Therefore, according to Mr. Hung, the contractors were determined to speed up the construction progress by buying sand from Cambodia to construct right at the locations where the land was handed over.

"The contractor accepts a loss to speed up progress," Mr. Hung confirmed, adding that the price of sand paid under the contract is only about 240,000m3, but if sand is purchased from Cambodia, the price must be around 300,000 VND/m3.

"We tested this Cambodian sand sample before bringing it to the construction site. The quality of the legal sand source and the genuine Cambodian sand is almost identical," affirmed Mr. Vo Duy Hung, Head of Project Management Department 2, Ho Chi Minh Road Project Management Board.

The Ho Chi Minh Road construction investment project, Rach Soi - Ben Nhat, Go Quao - Vinh Thuan section, is a component project of the Ho Chi Minh Road project. The project is invested by the Ho Chi Minh Road Project Management Board, with a total investment of over 3,904 billion VND.

The project has a route length of nearly 52km. The completion phase is according to the scale of a grade III plain road, 4 lanes, design speed of 80km/h. The project started on March 6, 2024 and is expected to be basically completed in 2025.
