Among them are many websites and lottery agent stores that guide how to buy both traditional and electronic lottery tickets. Lottery agents clearly state that customers can text or call to buy lottery tickets or through social networks. After payment, customers can choose to have the agent hold the lottery tickets for them or have them delivered via shipper (delivery service).
Lottery tickets are only sold directly through agents and street vendors.
Mr. HD, a lottery ticket agent in District 5 (HCMC) shared that in addition to distributing to street vendors, his agent also retails, so he shares and sells lottery tickets online. At first, some customers thought they were fake tickets, but gradually, regular customers also knew, so they transferred money and the agent kept them for them. Up to now, the agent has maintained its reputation with customers, so there have been no problems such as disputes. "Many street lottery ticket sellers are disabled people and the elderly. Now, with Zalo, they can sell to regular customers without having to go there in person. Customers also buy to support, so they just need to take a picture of the lottery ticket and send it via Zalo and transfer money to their own account or through the agent's account. I think that is also a way to get more customers. As for risks and fraud, customers will be careful to choose familiar and reputable sellers," Mr. HD added.
In addition to agents, traditional lottery ticket sellers or Vietlott selling online, there are many services on the internet today that introduce foreign lottery ticket purchasing services. For example, some websites provide PowerBall, MegaMillions lottery ticket purchasing services... in the form of online purchase without having to go to the US. For these types of tickets, the payment method is instructed to be via bank transfer, credit card or popular cryptocurrencies such as Bitcoin, ETH, USDT...
Should not be banned but only warned
Recently, the Ministry of Finance has recommended that customers only buy lottery tickets from companies or from authorized dealers and must keep the lottery tickets to receive prizes when winning. In particular, for traditional lottery tickets, they should buy directly from the lottery dealer system. In the case of electronic lottery tickets, there are currently only two official distribution channels through terminals at points of sale and via phone (SMS). Customers should not buy lottery tickets online because this is an activity that is not permitted by regulations and does not guarantee the rights of customers. In particular, absolutely do not buy foreign lottery tickets issued on websites and applications because they can be exploited for fraud.
Traditional lottery tickets are not allowed to be sold online.
According to lawyer Truong Thanh Duc - Director of ANVI Law Firm - lottery tickets, like other goods, are now bought and sold in many forms, from directly at the store to online, which is normal. Currently, the government is still encouraging and applying all online transactions. For example, in the past, opening a bank account had to be done directly at the bank transaction office, but now it is possible to open an account online. Or transactions with state administrative agencies have also gradually been carried out almost entirely online. So what is the reason for the Ministry of Finance to ban the sale of lottery tickets online? It is necessary to clarify whether the sale of lottery tickets online has any impact on national security, social order or consumer health?
Lawyer Truong Thanh Duc even said that even if people can sit at home in Vietnam and buy lottery tickets in the US, it is not a prohibited activity. That is the same as other online shopping activities such as buying Netflix pay TV services, buying ads on Facebook or buying clothes and cosmetics from foreign websites.
"Online buying and selling is just a transaction method and a need for both the seller and the buyer. The Ministry of Finance should only issue warnings about possible risks such as the buyer paying but not receiving the lottery ticket. Especially when there is a winning prize, disputes can easily arise when the buyer does not keep the lottery ticket beforehand; or vice versa, the seller may not receive the money after delivering the lottery ticket to the customer. Or services for buying lottery tickets abroad can easily encounter fraudulent websites, paying but receiving fake tickets... At the same time, the Ministry of Finance should soon propose amending the current regulation on only allowing the sale of lottery tickets directly from the agent system because it is not suitable for reality," said lawyer Truong Thanh Duc.
