ANTD.VN - The General Department of Taxation has just issued an official dispatch directing local tax departments to strengthen prevention of illegal invoice trading on cyberspace.
According to the General Department of Taxation, the illegal sale of invoices on social networks, websites, and online forums has been on the rise recently, negatively affecting tax administration. Individuals and organizations take advantage of the convenience of cyberspace to advertise invoice buying and selling services for illegal profit, causing loss of state budget revenue and disrupting the health of the business environment.
Faced with this situation, to further improve the effectiveness of the work of preventing and combating the buying and selling of electronic invoices, especially the advertising and selling of invoices on cyberspace, the General Department of Taxation requests the Tax Departments of provinces and cities to step up the synchronous implementation of solutions to prevent the buying and selling of invoices on cyberspace.
In particular, proactively collect information on subjects selling invoices on cyberspace in the area; information from press sources, social networks; information from denunciations and feedback from units and individuals inside and outside the management area...
From there, the organization reviews, grasps information, transfers information to relevant authorities to take measures to prevent the dissemination and posting of information on the sale of electronic invoices on cyberspace and promptly investigates and handles violations by the subjects.

Tax departments strictly implement regulations and procedures on invoice management and procedures for applying invoice risk management to regularly assess and screen businesses at high risk of using illegal invoices and illegally using invoices.
Along with that, it is necessary to inspect and check to promptly detect violations, paying special attention to the acts of buying and selling invoices related to taxpayers in many provinces and cities.
“When detecting signs of violations, tax authorities at all levels shall proactively coordinate closely with police agencies at the same level to coordinate in providing information and reviewing organizations and individuals who buy and sell invoices in districts, provinces and cities to promptly prevent and handle them in accordance with the provisions of law” – the General Department of Taxation requested.
In the coming time, the General Department of Taxation requires tax departments to proactively research and deploy information technology solutions in the operations of collecting, evaluating and analyzing invoice information on cyberspace.
At the same time, strengthen propaganda and dissemination of tax policies and laws on mass media so that taxpayers understand and grasp the sanctions for buying and selling invoices, guide taxpayers to use invoices in accordance with regulations and enhance voluntary compliance and proper implementation of tax and invoice policies and laws.
Tax departments should strengthen cooperation with police and relevant management agencies to prevent and promptly handle acts of buying and selling fake invoices. Regular information exchange between functional units will help to promptly detect and destroy illegal invoice trading lines.
