Attending the congress were leaders of the Provincial Fatherland Front Committee; leaders of the District Party Committee, People's Council, People's Committee; Fatherland Front Committees of districts and cities, along with 187 typical delegates representing member organizations, Vietnam Fatherland Front Committees of communes, towns, and people of all walks of life in the district.

In the 2019-2024 term, the Chiem Hoa District Fatherland Front Committee has closely coordinated with member organizations to synchronously deploy solutions to strengthen and consolidate the great national unity bloc. Thereby, mobilizing people to join hands and wholeheartedly carry out patriotic emulation movements and campaigns: All people unite to build new rural areas and civilized urban areas; Tuyen Quang movement to join hands to handle waste and fight against plastic waste; the project to concretize rural roads and build bridges on rural roads, period 2021 - 2025.
During the term, the Vietnam Fatherland Front has propagated and mobilized people to contribute over 37.5 billion VND in cash, donated over 51,800 m2 of land and over 93,000 working days to participate in new rural construction; mobilized support for the Fund for the Poor with 43 billion VND; supported the renovation and repair of over 1,000 houses for poor households and households with meritorious services.
Up to now, the district has 700 self-managed groups and teams in residential areas on environmental protection, security and order, and economic development. With the achieved results, the district Fatherland Front has been honored to receive the Emulation Flag of the Provincial People's Committee, the Emulation Flag of the Provincial Fatherland Front Committee and many Certificates of Merit from the Central Committee of the Vietnam Fatherland Front, the Provincial People's Committee, the Provincial Fatherland Front Committee; many outstanding collectives and individuals have been awarded certificates of merit at all levels...

The action program of the Fatherland Front of Chiem Hoa district for the 2024 - 2029 term sets out 10 specific targets, 6 key tasks with groups of solutions, with the common goal of "Promoting the tradition and strength of great national unity; continuing to innovate the content and methods of operation, contributing to building Chiem Hoa district to develop quickly and sustainably".
Of which, 100% of residential areas have self-managed groups and teams. By the end of 2025, temporary housing and dilapidated houses for poor households in the district will be basically eliminated (for households that meet the prescribed conditions). Every year, each residential area will have at least 1 specific project or task; strive for 100% of residential areas to have a model of implementing a civilized lifestyle in weddings and funerals; 100% of specialized cadres of the Fatherland Front at the district and grassroots levels will register with competent authorities and complete at least 1 new, breakthrough task; the Head of the Front Work Committee will be a Party member, reaching 98% or more.
The congress elected the 21st term Vietnam Fatherland Front Committee of the district for the 2024-2029 term, consisting of 63 members; and elected 19 members to attend the 15th Congress of Vietnam Fatherland Front of Tuyen Quang province. Mr. Trieu Duc Long was elected to hold the position of Chairman of the 21st term Vietnam Fatherland Front Committee of the district.
At the Congress, the District People's Committee and the District Fatherland Front Committee commended collectives and individuals with outstanding achievements in the Front's work for the 2019-2024 term.
