On July 10, the Inspectorate of Phu Yen province - said that this agency has just concluded the inspection on the management and use of funding sources at the Department of Education and Training of Dong Xuan district and a number of related units in the period of 2021-2023.
Through random inspections of a number of repair and upgrade projects invested by the Department of Education and Training of Dong Xuan district, the Provincial Inspectorate discovered that the design consultant overcalculated the volume of some work items of the project, leading to increased design costs.
There were many errors in the construction settlement and payment process, increasing the construction volume by nearly 110 million VND.
According to the Provincial Inspectorate, in 2021 and 2022, a number of school units did not select contractors according to the provisions of the Bidding Law (for goods procurement packages worth over 100 million VND) but signed individual contracts worth less than 100 million VND.
This shows signs of dividing bidding packages to designate contractors; dividing projects and purchasing estimates to limit the participation of contractors.
The Chief Inspector of Phu Yen province requested that the Chairman of the People's Committee of Dong Xuan district direct the Head of the Department of Education and Training of this district to organize a review and draw lessons for the relevant collectives and individuals due to errors in budget revenue and expenditure management; investment in purchasing assets and teaching equipment; investment in construction works, and settlement of construction works not in accordance with regulations.
The Head of the Department of Education and Training of Dong Xuan district is responsible for collecting and paying nearly 138 million VND to the state budget; collecting more than 114 million VND in errors in the settlement of the above-mentioned project.
