During the years 1994 - 1998, hundreds of households living on both sides of National Highway 1A through Nghe An province had their land confiscated to expand this vital road. Many families had hundreds of square meters of land confiscated. However, at that time, households whose land was confiscated were only compensated for assets on the land (trees, houses), the land area granted to people for long-term use along National Highway 1A was not compensated. Notably, in Quynh Xuan Ward (Hoang Mai Town), there were 452 households whose land was confiscated, but only more than 120 households had assets on the land that were compensated and had measurement records, the rest had no records...
After many years, the households discovered that the land acquisition of the above project without compensation was not in accordance with regulations, so they filed a petition to request benefits. Realizing that the people's request was well-founded, the People's Committee of Nghe An province sent many documents to the Prime Minister and ministries and branches to ask for instructions. In 2020, the Prime Minister agreed to provide additional funding of more than 222 billion VND to pay people whose land was acquired in the districts of Quynh Luu, Dien Chau, Nghi Loc and Vinh City.
However, after careful review, Nghe An provincial authorities determined that the number of households whose land had been recovered but had not yet been compensated was very large. In 2022, Nghe An province continued to send a document to the Prime Minister requesting an additional 1,283 billion VND to pay compensation to households whose land had been recovered but had not yet been compensated.
In November 2023, at the 6th session, the National Assembly agreed to add 1,275 billion VND in investment spending to Nghe An province to resolve compensation for people. Afterwards, Deputy Prime Minister Le Minh Khai signed a decision to allocate this additional amount to Nghe An province to pay to people.
The land clearance compensation of more than 20 years ago may have been a mistake due to perception, but it is worth noting that when determining the rights of disadvantaged people, the leaders of Nghe An province, the National Assembly and the Government made reasonable decisions, thereby fostering more trust among the people in the correct policies of the state.
