In the context of a general lack of schools in many localities in Ho Chi Minh City, where the number of students per class is often over 40, sometimes up to over 50, the question of when to build more new schools is always a concern.
Population growth, not enough schools
On the afternoon of November 8, speaking with Thanh Nien reporter, Mr. Phan Van Quang, Head of the Department of Education and Training of Tan Binh District, said that the whole district currently has 24 kindergartens, 26 primary schools and 13 secondary schools, of which only 9 kindergartens meet national standards. Compared to regulations, Tan Binh District has not yet met the criteria of 300 classrooms/10,000 school-age people in the period of 2017 - 2025. Based on the educational planning in the area, Tan Binh District still lacks 4 kindergartens, 11 primary schools and 10 secondary schools (a total of 25 schools).
Meanwhile, in Decision No. 4692/QD-UBND of the Ho Chi Minh City People's Committee issued on October 13, 2023 on recognizing the list of areas without enough public primary schools in Ho Chi Minh City for the 2023-2024 school year, Tan Binh District has up to 15 wards (from Ward 1 to Ward 15) without enough public primary schools.
Notably, the ratio of primary school age population/classroom in the wards of Tan Binh District is very high. In Ward 2 (Tan Binh District), the ratio announced in the decision of the Ho Chi Minh City People's Committee is 112 students/classroom; in Ward 10, it is 99.1 students/classroom; in Ward 6, it is 49.4 students/classroom; in Ward 3, it is 98 students/classroom; in Ward 9, it is 84 students/classroom; in Ward 13, it is 79.8 students/classroom; in Ward 14, it is 77.2 students/classroom...
A representative of the Department of Education and Training of Tan Binh District said that in recent years, the population growth in the district has been high, especially in Wards 15, 13, 14 and wards with many apartment buildings. In particular, in the 2023-2024 school year, the district will have an increase of about 1,000 students entering grade 6, but the lack of schools has affected the students' study places and the implementation of the 2018 General Education Program.
Not only that, according to the Department of Education and Training, the entire district currently has no advanced, internationally integrated secondary schools. At the preschool level, only Kindergarten 14 is implementing an advanced, internationally integrated school. Dong Da Primary School is implementing an advanced, internationally integrated school, but compared to Circular 13 of the Ministry of Education and Training, this school will not meet national standards in the coming years because the land area is not enough. Currently, the school only has an average area of 6.2 m2 /student. But according to Circular 13, the average must be 10 m2 /student, in urban centers the average must be 8 m2 /student.
Many solutions
The population increases mechanically every year, but there is a lack of schools. In recent years, schools in Tan Binh District have had to come up with many different solutions.
To ensure enough places for students, especially primary school students to study 2 sessions/day to meet the 2018 General Education Program, Tan Binh District People's Committee directed the education sector to increase the number of students per class compared to the school regulations. At the primary level, the number of students per class is from 35 - 44 students; at the secondary level, the number of students per class is from 45 - 48 students. At the same time, the district conducts primary school enrollment by inter-ward (based on the number of schools and classes in each ward and the residence of students, students in this ward may be arranged to study in other wards to have enough places).
According to Phan Van Quang, Head of the Department of Education and Training of Tan Binh District, in the case of insufficient classrooms, priority must be calculated. For example, if there is a shortage of classrooms, priority will be given to grades 1, 2, 3, 4 (currently studying the 2018 General Education Program) to study 2 sessions/day, grade 5 to study 1 session/day; grade 6 to study 1 session/day...
However, it is clear that these are only temporary solutions. To solve the root problem of the lack of schools, ensure enough places for children in the area, and at the same time ensure educational effectiveness, especially when implementing the 2018 General Education Program to help students develop comprehensively, it is necessary and urgent to invest in building more schools according to the planning approved by the City People's Committee in Tan Binh District.
Which schools are going to be built in Tan Binh District?
Talking to Thanh Nien reporter, Mr. Phan Van Quang said that the district is about to build a new district kindergarten, Phu Tho Hoa primary school (on the old land); build Tran Thai Tong secondary school in Ward 15 and a cluster of 3 schools on the public works land of Ward 6, Tan Binh District. This cluster of 3 schools includes: Son Ca kindergarten (20 classrooms), Hung Vuong primary school (30 classrooms), Mac Dinh Chi secondary school (45 classrooms).
Speaking more clearly about the cluster of 3 schools that are about to start construction on the public works land in Ward 6, on November 8, a representative of the People's Committee of Tan Binh District said: "In the context of the limited budget of the city, the priority is mainly to focus on allocating budget capital for key projects such as urban development and renovation, flood prevention and other key projects, but the city's leaders are very interested in the education sector. The People's Council of Ho Chi Minh City and the People's Committee of Ho Chi Minh City have issued resolutions and allocated capital of 1,156.939 billion VND (of which the support cost is 572.986 billion VND and the construction cost is 583.953 billion VND) to invest in the construction of traffic infrastructure, technical infrastructure of the project combined with urban renovation, construction of green parks and 3 schools. The newly built schools that meet national standards on the public works land of Ward 6 serve the learning needs of children of Ward 6 in particular and Tan Binh District in general".
Notably, according to Tan Binh District, the investment project to simultaneously build 3 national standard schools on public works land in Ward 6 combined with urban renovation and expansion of 2 roads bordering the project (Hung Hoa Street and Chan Hung Street) does not affect the area of residential houses, making the streets more spacious and airy.
According to the leader of Tan Binh District, the legal procedures to start construction of works at the public works land of Ward 6 using the city budget have been fully prepared according to the provisions of law.
The construction of a cluster of 3 schools including kindergarten, primary school, and secondary school in Ward 6 according to national school standards, advanced schools, and international integration, ensures the targets according to Decision No. 07/2022/QD-UBND issued by the Ho Chi Minh City People's Committee on March 18, 2022. When the cluster of 3 schools is completed, Tan Binh District will reach 294 classrooms/10,000 people; getting closer to the target of 300 classrooms/10,000 people - an important target of Ho Chi Minh City.
"Modern classrooms ensure learning spaces for students, helping teachers and students effectively implement the 2018 General Education Program," Mr. Phan Van Quang hopes.
Ho Chi Minh City aims for 4,500 new classrooms
Every year, Ho Chi Minh City increases by an average of 20,000 - 40,000 students, increasing the pressure of lack of schools in localities in the city.
On September 5, 2023, attending the school inauguration and opening ceremony at Rach Gia Primary School (Binh Chanh District), talking with the leaders of Binh Chanh District, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said that the city is implementing a plan to build 4,500 new classrooms by 2025, towards the goal of 300 classrooms/10,000 school-age people. In addition to mobilizing the budget for implementation, the city will also call for socialized investment from the community.
In the 2023-2024 school year alone, the city will put into use 48 schools with 512 newly built classrooms. Many new schools will be put into use in Phu Nhuan District, Thu Duc City, Binh Chanh District, Hoc Mon District, District 6, etc.
