Finnish President Alexander Stubb said on October 17 that the country will hold a meeting to discuss Ukrainian President Volodymyr Zelensky's "Victory Plan".

According to Mr. Stubb, the meeting discussed “ecological issues” with the participation of Ukrainian politicians, but not Mr. Zelensky.
On October 16, President Zelensky presented a plan to resolve the conflict in Ukraine. The document includes 5 points and 3 secret additions.
In particular, Mr. Zelensky proposed Kiev joining NATO as its next member, lifting restrictions on attacks deep into Russian territory and deploying a "comprehensive non-nuclear deterrent package" in Ukraine to restrain Moscow.
According to this plan, the conflict will end by 2025 at the latest.

Retired US officer and Pentagon employee Robert Maginnis assessed that the “Victory Plan” proposed by the President of Ukraine could lead to a large-scale conflict in Europe with the participation of both Russia and the United States.
