Continue growth from profitable model
Domestic consumption demand is expected to maintain its growth momentum in the coming time as consumer sentiment gradually recovers, in parallel with high economic growth. Currently, the Government is determined and making efforts to unlock resources to achieve the growth target of 8% or more this year, thereby creating conditions for people's income and spending to improve, leading to consumer demand and promoting the boom of the retail market.
As a result, the retail business of many enterprises has become more active and vibrant, typically WinCommerce under Masan Group will benefit directly. This group also said that the retail consumer business segment will play a core role in increasing their profits this year.

WinCommerce includes the WinMart, WinMart+, and WiN chains. After more than 4 years of being acquired by the consumer giant Masan, this business has achieved promising first profit results. In 2024, WinCommerce recorded a revenue increase of nearly 10% compared to 2023, reaching VND 32,961 billion. In the fourth quarter, this retail system reported a profit after tax of VND 209 billion, marking the second consecutive quarter of positive profit. The growth momentum comes from the successful implementation of new store models including WiN (serving urban shoppers) and WinMart+ Rural (serving rural shoppers), when both had a growth rate of existing store revenue (LFL) compared to the same period of 10.4% and 12.5%, respectively.
In particular, the WiN store model for urban areas is designed in a modern way to serve the fast and convenient consumption needs of urban customers. The highlight of this model is the scientific arrangement of products, integration of digital technology (such as contactless payment, mobile applications) to shorten transaction time, and professional customer service to bring a seamless and fast shopping experience.

WinMart+ Rural is a retail model developed by WinCommerce specifically for rural areas. This model focuses on meeting the needs of rural communities through a diverse product portfolio, suitable for local characteristics, competitive prices and a combination of modern and traditional elements. In addition, the distribution system is optimized to reach remote areas, combining promotional programs and community support to promote consumption and improve the quality of life.
As of December 2024, WinCommerce is operating 3,828 stores, opening 95 new stores since Q3. Masan has reformed its minimart model into WiN stores in cities and WinMart+ in rural areas. All of these stores recorded growth of more than 10%, which is considered an important premise for this business to boldly open more new stores this year.
Open 3 new stores every day
Speaking to investors earlier this year, a Masan representative said the group expects WinCommerce to grow at a good rate of 8 to 14% in 2025 - taking into account the number of new stores expected to open in the highest scenario of 1,000 stores, equivalent to opening 3 new stores per day.
WinCommerce has a fairly cautious strategy for opening new stores in 2024, which allows the business to have certain survey results to open new stores more optimally in 2025. Daily revenue per store has been improved, store models have been shaped to optimize space and costs - these will be the levers to support WinCommerce's strategy.

This year, the retail chain will focus on improving the customer experience in the shopping space and anticipating the market recovery. At the same time, improving the number of days of inventory thanks to efficient supply chain operations. WinCommerce plans to pilot a new version of the WIN Membership program with new promotions and benefits for consumers in addition to the current program in the first half of 2025. The new WiN Membership program will be deployed nationwide in the second half of 2025.
VAT expected to continue to decrease, supporting the retail industry
Recently, the Government has assigned the Ministry of Finance to research and propose expanding the scope of tax reduction and VAT reduction applicable in the last 6 months of 2025 and 2026, and report to the Government before March 15, 2025.
Previously, the Government issued Decree No. 180/2024/ND-CP stipulating the VAT reduction policy according to Resolution No. 174/2024/QH15 dated November 30, 2024 of the National Assembly. Decree 180/2024/ND-CP takes effect from January 1 to June 30, 2025.

In 2024, the Government has reduced VAT in 2 phases (from January 1, 2024 to June 30, 2024 and from July 1, 2024 to December 31, 2024). The 2% VAT reduction policy has helped reduce the cost of goods and services, thereby supporting businesses and consumers.
