Prime Minister Pham Minh Chinh expressed his hope that Timor-Leste would soon resolve difficulties and obstacles in doing business for Vietnamese enterprises and create more favorable conditions for Vietnamese enterprises to expand their investment and business in the country. This was the request of Prime Minister Pham Minh Chinh at the reception for President of Timor-Leste Jose Ramos-Horta on the afternoon of August 2 at the Government Office on the occasion of the President's State visit to Vietnam.

Prime Minister Pham Minh Chinh welcomed and assessed that the second visit to Vietnam by Mr. Jose Ramos-Horta as President is of great significance, marking the more than 20-year journey of establishing diplomatic relations, contributing to strengthening political trust and creating new momentum for the relationship between the two countries in the coming time.
The Prime Minister congratulated Timor-Leste on its many important achievements in national construction and development; is getting closer to the goal of becoming a full member of ASEAN; believes that Timor-Leste will soon realize the "National Strategic Development Plan for the 2011-2030 period" and integrate more deeply into the international community.

President Jose Ramos-Horta thanked the Vietnamese leaders and people for their warm and friendly welcome. He congratulated Vietnam on its remarkable development achievements.
The President of Timor-Leste highly appreciated the role and talented leadership of generations of Vietnamese leaders; admired the country and people of Vietnam as not only a model of healing and restoring post-war wounds but also a miraculous development model, successful in creating and growing a strong economy; thanked Vietnam for always supporting Timor-Leste in the process of building and developing the country and the process of joining ASEAN.

The two sides appreciated the positive developments in the friendly cooperation between Vietnam and Timor-Leste: high-level exchanges and contacts are maintained; trade and investment cooperation is promoted; import-export turnover in the first 5 months of 2024 increased by nearly 30% over the same period (reaching more than 6 million USD); effective investment and business activities in Timor-Leste of Viettel Group (Telemor) positively contribute to socio-economic development in Timor-Leste.
The two leaders also agreed on the need to enhance political trust through high-level exchanges and contacts; effectively implement high-level agreements; continue to promote the completion of the legal framework for bilateral cooperation; and effectively exploit the great cooperation potential between the two countries.

Assessing that rice is the main commodity in trade cooperation between the two countries, the Prime Minister suggested that the two sides soon extend or sign a new Memorandum of Understanding on Rice Trade, contributing to ensuring food security; encourage Timor-Leste to increase imports of Vietnamese goods that suit Timor-Leste's needs and tastes such as: textiles, footwear, beverages, dairy products, processed foods, agricultural and aquatic products, etc.
The Prime Minister asked Timor-Leste to promptly resolve difficulties and obstacles in doing business for Vietnamese enterprises in the locality and create more favorable conditions for Vietnamese enterprises to expand their investment and business, especially in the fields of telecommunications, providing digital service solutions and oil and gas exploration and exploitation.

Expressing his deep impression of Vietnam's experience in macroeconomic management and successful international integration, the President of Timor-Leste supported the proposals of Prime Minister Pham Minh Chinh; wished that Vietnam would support Timor-Leste in areas where Vietnam has strengths such as: agriculture and food security, infrastructure development, education and training, human resource development, healthcare, hunger eradication and poverty reduction; increased investment presence in Timor-Leste; Timor-Leste committed to creating favorable conditions for Vietnamese enterprises.
The two leaders agreed to promote cooperation in other important areas such as security, defense, information and communications, education and training; effectively exploit new trends such as green economy, clean energy, innovation; promote people-to-people exchanges through tourism development, cultural exchanges, etc.

Discussing international and regional issues, the two sides agreed to continue to coordinate and support each other at multilateral organizations. The Prime Minister highly appreciated Timor-Leste's determination and efforts in implementing the "Timor-Leste Roadmap to Full ASEAN Membership"; emphasizing that Vietnam is always consistent in supporting Timor-Leste to soon become a full member of ASEAN.
The President affirmed that Timor-Leste is ready to support Vietnam's candidacy for all multilateral, regional and international mechanisms and organizations.

The two sides also pledged to continue supporting ASEAN's principled stance on the East Sea as well as efforts to maintain peace, stability, security, safety and freedom of navigation and aviation in the East Sea; resolve disputes by peaceful means on the basis of international law, the 1982 United Nations Convention on the Law of the Sea (UNCLOS); seriously and fully implement the Declaration on the Conduct of Parties in the East Sea (DOC); create a favorable environment for negotiations on the Code of Conduct of Parties in the East Sea (COC), contributing to maintaining peace, stability and development in the region.
On this occasion, the President of Timor-Leste also wishes to welcome Prime Minister Pham Minh Chinh to visit Timor-Leste. The Prime Minister thanked him and will arrange a suitable time.
