Hanoi sent 63 teachers for training but did not provide funding: What does the Hanoi Department of Education and Training say about this?

Regarding the case reported by Dan Viet newspaper about 63 teachers sent by the Hanoi Department of Education and Training to pursue postgraduate studies but not yet receiving training support funds, the Hanoi Department of Education and Training has recently issued a response.
Document No. 2045, signed by the Chief of the Office of the Hanoi Department of Education and Training, states that, in accordance with Decision No. 3381/QD-UBND dated May 29, 2013, of the Hanoi People's Committee on the allocation of postgraduate study quotas using city funds, the Department annually sends management staff and teachers to pursue postgraduate studies to improve the quality of the workforce in the sector.

Furthermore, in accordance with Decision No. 432/QD-UBND dated January 21, 2020, of the Hanoi People's Committee approving the postgraduate training plan targets for agencies and units under the Hanoi People's Committee for the period 2019-2020, in 2020, the Hanoi Department of Education and Training was allocated 80 quotas for officials and teachers to pursue postgraduate studies using funds provided by the city.

Based on the standards stipulated in Decision No. 01/2014/QD-UBND, the Hanoi Department of Education and Training organized the collection and selection of applications, which were then sent to the Hanoi Department of Internal Affairs for appraisal and reporting to the Hanoi People's Committee for approval and issuance of a Decision appointing management staff and teachers to pursue postgraduate studies and providing financial support as prescribed.

The administrators and teachers selected by the Hanoi People's Committee to pursue postgraduate studies and receive financial support are entitled to postgraduate training funding from the Hanoi City Talent Training Incentive Fund.

The Hanoi Department of Education and Training also stated that, based on Decision 01/2014/QD-UBND, they have collected applications and selected 63 administrators and teachers who passed the postgraduate entrance exam in 2019 and met the requirements as stipulated.

On February 14, 2020, the Hanoi Department of Education and Training issued Official Letter No. 462/SGDĐT-TCCB regarding the sending of civil servants to pursue postgraduate studies in 2019 using city funds, along with a summary list of 63 individuals and 63 dossiers, which were sent to the Department of Internal Affairs.

The Hanoi Department of Education and Training also requested the Department of Internal Affairs to compile a report and submit it to the Hanoi People's Committee for consideration and approval for the 63 officials named in the list to be sent to pursue postgraduate studies using city funds.

According to the Hanoi Department of Education and Training, the decision of the Hanoi People's Committee to send students to postgraduate studies is the legal basis for the Hanoi City Fund for Incentives, Encouragements and Training of Talents to disburse the financial support.

However, the Hanoi Department of Education and Training also stated that, according to this document, the 63 cases of management staff and teachers mentioned above have not yet been officially selected by the Hanoi People's Committee to pursue further studies. Therefore, they are not eligible to receive postgraduate training support funds from the fund.

Thus, the response from the Hanoi Department of Education and Training to Dan Viet Newspaper shows that in 2020, the department was only allocated a training quota by the city, but in 2019, the Director of the Hanoi Department of Education and Training issued a decision to send 63 teachers to study under a subsidized training program. Did the Hanoi Department of Education and Training implement a reverse process, affecting the rights of the 63 teachers sent for training?

To clarify why the Hanoi Department of Education and Training has this reversed procedure, the reporter contacted the Department's Personnel and Organization Division, but the head of the division said he was currently inspecting the exam and would provide more relevant documents later.

Teachers hope the City People's Committee and the two Departments will consider this.

Ms. TT, one of the 63 teachers sent to pursue postgraduate studies, commented: "We are very disappointed that the Department of Internal Affairs said that 'teachers are unaware of the regulations and rules and their feedback is inaccurate'."

The Hanoi People's Committee issued Decision No. 432/QD-UBND in 2020 approving the postgraduate training plan targets for affiliated agencies and units for the period 2019-2020. The Hanoi Department of Education and Training was allocated 80 quotas for officials and teachers to pursue postgraduate studies using this city-funded support. Therefore, the selection of 63 out of 80 quotas is in accordance with the policy and requirements as stipulated.

Following that, the Hanoi Department of Education and Training sent a list and requested the Department of Internal Affairs to compile and report to the Hanoi People's Committee for consideration and approval for 63 civil servants to pursue postgraduate studies using city funds.

Now, both Departments have concluded that the 63 teachers are not eligible for support because they lack a City-issued decision to send them for training. So where does the problem lie? Is it because the City People's Committee had a plan but then failed to implement it? Is it because the Department of Education and Training acted without prior approval, or is it due to some issue within the Department of Internal Affairs?

"This program has been running continuously since 2013, with quotas assigned regularly every year. The Department of Education and Training followed the procedures, and teachers only participated when their names were selected by the Department. When we saw our names on the selection list, we understood that attending the training would provide financial support. We teachers faced significant difficulties in arranging our time and borrowing money to complete the program, so as not to disappoint the trust of the City People's Committee and the Department of Education and Training. Now, the City People's Committee has stated that they will not provide support, and many teachers who attended the training have had to borrow money and still haven't repaid their debts. We want to know the reason for the lack of support in a convincing way," said Ms. TH, another teacher who was selected to attend the training.

"All 63 of us teachers felt relieved and reassured knowing that we were eligible for funding to attend training courses, in accordance with the policy assigned by the City People's Committee to the Department of Education and Training for the period 2013-2020. The request for funding from the City followed a step-by-step process. All 63 teachers completed their applications and submitted them to the Department of Education and Training, which then forwarded the documents to the Department of Internal Affairs for proposal to the City. Therefore, there is no question of teachers being unaware of the information or making false claims. We sincerely hope that the City and the two Departments will continue to provide guidance and a basis for disbursing the training support funds to teachers, helping them overcome the difficulties they have faced over the past few years," said Ms. KT, a teacher on the list of those selected for training.
