Sending 63 teachers to study but Hanoi does not provide funding: What does Hanoi Department of Education and Training say?
Regarding the case of 63 teachers sent by the Hanoi Department of Education and Training to study for a master's degree but have not received training support funding as reported by Dan Viet newspaper, the Hanoi Department of Education and Training recently issued a response.
Document No. 2045 signed by the Chief of Office of the Hanoi Department of Education and Training stated that, implementing Decision No. 3381/QD-UBND dated May 29, 2013 of the Hanoi People's Committee on allocating postgraduate study quotas using the City's budget, every year, the Department sends managers and teachers to postgraduate study to improve the quality of the industry's staff.
In addition, implementing Decision No. 432/QD-UBND dated January 21, 2020 of the Hanoi People's Committee on approving the postgraduate training plan targets of agencies and units under the City People's Committee for the period 2019 - 2020, in 2020, the Hanoi Department of Education and Training was assigned 80 targets for cadres and teachers to study postgraduate with the city's support budget.
Based on the criteria stipulated in Decision No. 01/2014/QD-UBND, the Hanoi Department of Education and Training has collected and selected applications to send to the Hanoi Department of Home Affairs for appraisal, reported to the Hanoi People's Committee for approval and issued a Decision to send managers and teachers to postgraduate study and provide financial support according to regulations.
Managers and teachers who are decided by the Hanoi People's Committee to be sent to postgraduate study and receive financial support will receive postgraduate training support from the Hanoi City Talent Training Incentive and Encouragement Fund.
The Hanoi Department of Education and Training also said that, based on Decision 01/2014/QD-UBND, it has collected applications and selected 63 managers and teachers who passed the 2019 postgraduate entrance exam and met the requirements according to regulations.
On February 14, 2020, the Hanoi Department of Education and Training issued Official Dispatch No. 462/SGDĐT-TCCB on sending civil servants to graduate school in 2019 using the city's budget, along with a list of 63 people and 63 applications sent to the Department of Home Affairs.
The Hanoi Department of Education and Training also requested the Department of Home Affairs to synthesize and report to the Hanoi People's Committee to consider and allow 63 officials on the list to be sent to graduate school using the city's budget.
Also according to the Hanoi Department of Education and Training, the decision to send students to graduate school by the Hanoi People's Committee is the legal basis for the Hanoi Fund for Incentives, Encouragement and Talent Training to pay support costs.
However, the Hanoi Department of Education and Training also stated in this document that the 63 cases of managers and teachers mentioned above have not been decided by the Hanoi People's Committee to be sent to study. Therefore, they are not eligible for post-graduate training support funding from the fund.
Thus, the response document to Dan Viet Newspaper from the Hanoi Department of Education and Training showed that in 2020, this agency was assigned targets by the city, but in 2019, the Director of the Hanoi Department of Education and Training decided to send 63 teachers to study with financial support and training. Did the Hanoi Department of Education and Training implement the reverse process, affecting the rights of the 63 teachers sent to study?
To clarify why the Hanoi Department of Education and Training has this reverse process, the reporter contacted the Department of Education and Training's Personnel Organization Department, but the Head of this Department said that he was checking the exam and would provide more related documents later.
Teachers hope the City People's Committee and 2 Departments will consider
Ms. TT, one of 63 teachers sent to graduate school, commented: "We are very sad when the Department of Home Affairs said that "teachers do not understand the regulations and rules and their feedback is incorrect."
The Hanoi People's Committee issued Decision No. 432/QD-UBND in 2020 on approving the postgraduate training plan targets of affiliated agencies and units for the period 2019 - 2020. The Hanoi Department of Education and Training was assigned 80 targets for cadres and teachers to study postgraduate with this support fund from the city. Therefore, the consideration of 63/80 targets is in accordance with the policy and requirements according to regulations.
Next, the Hanoi Department of Education and Training sent the list and requested the Department of Home Affairs to compile and report to the Hanoi People's Committee to consider allowing 63 civil servants to be sent to graduate school using the city's budget.
Now, both Departments have concluded that 63 teachers are not supported because there is no decision to send them to study from the City. So where does this problem lie? Is it because the City People's Committee has a plan but then does not implement it? Is it because the Department of Education and Training "secretly cuts them off and reports later" or is it because of some problem from the Department of Home Affairs?"
"This project has been implemented continuously since 2013 and the targets are assigned regularly every year. The Department of Education and Training has followed the process and teachers only implement it when there is a list selected by the Department to study. When we see that we are on the list of selected students, we understand that we will receive training support. We teachers have a lot of difficulty in arranging time and borrowing money to complete the study program, not letting down the trust of the City People's Committee and the Department of Education and Training. Until now, the City People's Committee has responded that it does not support, many teachers have to borrow money to study, and have not yet paid off their debts. We hope to know the convincing reason for not supporting us," said Ms. TH, another teacher sent to study.
"The 63 teachers felt reassured and relieved when they learned that they were eligible for funding to study according to the policy of the City People's Committee assigned to the Department of Education and Training for the 2013-2020 period. The request for funding from the City was also in accordance with the step-by-step process. The 63 teachers have completed their application and submitted it to the Department of Education and Training, which has forwarded the document to the Department of Home Affairs to propose to the City. Therefore, there is no way that teachers do not have information or make false statements. We hope that the City and the two Departments will continue to provide guidance and serve as a basis for paying support for teachers' study expenses, helping teachers overcome difficulties in the past few years," said Ms. KT, a teacher on the list of teachers sent to study.
