The Prime Minister thanked Governor Yamamoto Ichita for organizing a business delegation from the province to conduct research, specifically to research and seek investment and business opportunities in Ha Nam province; and to work with the Vietnam-Japan University.

The Prime Minister hopes that Japanese enterprises investing in Vietnam will also contribute their opinions to help the Vietnamese Government improve its policies and improve the investment and business environment in the spirit that both sides always listen and understand each other; share visions and actions; develop enterprises in line with the country's major development orientations; implement with the spirit of working together, winning together, enjoying together, developing together; harmonizing the interests of the State, people and enterprises; harmonizing benefits, sharing risks. The Prime Minister suggested that Ha Nam province, which is currently twinned with Gunma province, should strengthen closer cooperation with this province.
Expressing his admiration for Japanese culture and cuisine, the Prime Minister stated that Vietnam values culture, considers culture as an endogenous resource and strength; focuses on developing the cultural industry so that people can enjoy culture. The Prime Minister suggested that Gunma province should strengthen cooperation with Vietnam, including Ha Nam province, in digital transformation, an area in which Japan has strengths; in addition, attach importance to green and sustainable development; actively implement zero net emissions; develop digital economy, circular economy, green economy; focus on exporting goods, in which Vietnam is a tropical monsoon country, has many agricultural products that can be exported to Japan but the rate is still low compared to Japan's demand. According to the Prime Minister, there is still a lot of room for economic development between the two countries, therefore, Japanese companies can come to invest in Vietnam to produce goods for export not only to Japan but also to the world market; The two sides also need to strengthen cooperation in education, labor, training high-quality human resources, improving vocational skills...
Governor Yamamoto Ichita thanked Prime Minister Pham Minh Chinh for his warm welcome; was pleased that the two Prime Ministers of Vietnam and Japan agreed to cooperate on green economic development; and stated that in the current era, development towards digital transformation and green economy is an important topic for Gunma Prefecture, a new trend of the Prefecture. He said that the Prefecture always strives to attract high-quality human resources from Vietnam to the field, therefore actively applying digital transformation and organizing many cultural exchanges between the two sides. He hopes to organize a larger business delegation to visit and work in Vietnam next year.
The Prime Minister thanked Gunma Prefecture for its goodwill in enhancing cooperation and investment with Vietnam in general and Ha Nam Province in particular; said that Vietnam is focusing on improving the investment and business environment; renewing old growth drivers, promoting new growth drivers, and emerging fields, so he hopes Gunma will pay attention and cooperate with Vietnam in these fields.
