The idea of building the Ca Ty apartment complex has existed for over 10 years to address the urban housing shortage, especially the resettlement of households displaced by public works projects such as road construction and other projects. However, due to limited budget resources, the project has remained unfulfilled for over two terms, despite ongoing concerns. By the end of 2022, with the formation of the Ca Ty River Embankment project, the issue of housing for resettled households became urgent. The Provincial People's Committee assigned the Project Management Board for Civil and Industrial Construction Investment (PMB) to implement the following steps: organizing the preparation, appraisal, and approval of the design and survey tasks; approving the plan for selecting contractors for the survey and feasibility study; and organizing the bidding process and signing contracts with consulting firms to carry out the survey and prepare the feasibility study. Complete the dossier to submit to relevant departments for comments on the basic design, fire safety, electricity and water supply, Environmental Impact Assessment (EIA) report, etc.
Mr. Phan Duc Thanh – Deputy Director of the Project Management Board, said: The project to build an apartment complex aims to serve the resettlement needs of households whose land is being acquired and who are being relocated for the Ca Ty River Embankment project (section from Duc Thanh Bridge to Ung Van Khiem Street) and for resettlement for other projects in Phan Thiet city. It is funded by the state budget with nearly 800 billion VND. The Ca Ty apartment complex will be built on an area of over 6.3 hectares, including 4.3 hectares of cleared land and 1.7 hectares with compensation issues for 19 households and 2 organizations. The complex will have 6 blocks with 764 apartments divided into 3 types: type 1 with 3 bedrooms, type 2 with 2 bedrooms, and type 3 with 1 bedroom, with apartment sizes ranging from 37 to 74.5 m2. In mid-August 2023, Mr. Phan Van Dang – Standing Vice Chairman of the Provincial People's Committee, along with representatives from various departments, conducted a site inspection of the Ca Ty apartment building construction site in Phu Tai ward. Following the site inspection and reports from the project management unit (the investor), the Phan Thiet City People's Committee, the Department of Construction, the Phu Tai Ward People's Committee, and the winning bidder for the feasibility study (a joint venture between Truong Nam Construction and Consulting Joint Stock Company and Bac Trung Nam Investment Consulting Joint Stock Company), the project progress was largely completed. The project is currently awaiting approval from higher authorities and is expected to be finalized by the end of August.
