Mong Cai: Efforts to disburse public investment capital

In 2025, Mong Cai City was assigned a total capital plan of nearly 253.6 billion VND to implement 65 projects and works, including 44 transitional projects; 5 planning projects; 16 newly started projects. Of which: The public investment capital plan for 2025 is 248.8 billion VND, including: Provincial budget capital of 10 billion VND; allocated for 1 transitional project; City budget capital of 238.8 billion VND, allocated for 59 projects. The capital plan for 2024 is allowed to be extended to 2025 by 4.8 billion VND for 7 projects.

According to the report of Mong Cai City People's Committee, as of April 18, the disbursement value for public investment projects and works in the city reached 28.4 billion VND, equivalent to 11.4% of the plan. Of which: Provincial budget capital reached 1.68 billion VND, equivalent to 16.8% of the plan; city budget capital reached 26.7 billion VND, equivalent to 11.1% of the plan; estimated disbursement by the end of April 2025 reached 41 billion VND, equivalent to 16.5% of the plan.

Currently, Mong Cai City is directing the implementation and settlement of transitional projects in the second quarter of 2025 (except for projects with large total investment and complex construction starting in 2024). By the end of April 18, 9/44 projects had been approved for settlement; 16/44 projects had been completed and were implementing AB settlement; 19/44 projects were being implemented; 5 planning projects were completing settlement documents.

Regarding new projects starting in 2025, as of April 18, Mong Cai City has 16 new projects starting, including: 4 public investment projects, 12 projects under the national target program. Currently, there are 6 projects that have stopped implementation according to Document No. 603/UBND-KTTC dated March 7, 2025 of the Provincial People's Committee, including: Project to upgrade the commune-level broadcasting system using information technology and telecommunications in Mong Cai City; projects to build new cultural houses in Hoa Binh area, Ninh Duong ward, village 3, Quang Nghia commune, Phinh Ho village, Bac Son commune, village 3A, Hai Tien commune, village 3B, Hai Tien commune.

Mr. Tran Ngoc Trung, Head of the Finance and Planning Department of Mong Cai City, said: Up to this point, the disbursement rate of public investment capital in the city is low because some projects are still completing settlement documents. Meanwhile, new projects starting in 2025 are currently being opened for bidding. Some projects are in transition and are behind schedule, and when there is volume, capital allocation will be proposed. Along with that, some projects are currently focusing on construction to repay the volume of advance capital planned for the previous year.

To ensure the progress of disbursement of public investment capital in 2025, Mong Cai City is focusing on directing investors and construction units to speed up construction progress. Particularly for projects transferred to 2025, the city continues to direct implementation according to project progress, focusing on construction to repay the advance payment of the previous year's capital plan. Continue to review and proactively remove difficulties and obstacles, focusing on implementing projects to complete in the second quarter of 2025 (Except for some projects with large total investment starting in 2024, such as school construction projects: New construction, upgrading classrooms at Dao Phuc Loc Primary School, Tran Phu Ward; Construction, upgrading Ninh Duong Secondary School, Ninh Duong Ward; Construction of new school buildings, functional classrooms and multi-purpose halls at Hai Xuan Secondary School; Construction of new school buildings, functional classrooms and multi-purpose halls at Hai Tien Primary School).

For newly started projects, the city focuses on directing the acceleration of implementation progress and completion of projects in 2025. Adjust and allocate capital plans for projects temporarily suspended according to Document No. 603/UBND-KTTC dated March 7, 2025 of the Provincial People's Committee to other projects to ensure the disbursement rate according to the direction of the Provincial People's Committee.
