At the question and answer session of the 6th session of the 15th National Assembly, Minister of Education and Training Nguyen Kim Son said that the Ministry of Education and Training has agreed with the Ministry of Home Affairs that there will soon be an additional position specializing in school psychology counseling in schools. According to Mr. Son, when amending Circular 16 regulating job positions in schools, the Ministry of Education and Training has agreed with the Ministry of Home Affairs to have an additional position specializing in school psychology counseling.

Part-time teachers do not meet the requirements

From the statement of Minister Nguyen Kim Son, the principals of high schools supported the unity between the Ministry of Education and Training and the Ministry of Home Affairs.

Ms. Nguyen Doan Trang, Principal of Nguyen Du Secondary School (District 1, Ho Chi Minh City) said that currently, school psychological counseling is a part-time activity of teachers. These teachers are only trained to "take on" the task of psychological counseling and have not been properly trained. Meanwhile, psychological instability of students has been a burning issue in recent times with negative manifestations such as: school violence, cyberbullying, students with psychological disorders leading to deviant and negative behavior...

A vice principal of a high school in Thu Duc City said that part-time teachers do not have deep expertise in psychological counseling, so they cannot solve the root of the problem. According to this vice principal, each school has from 1,000 to 3,000 students, but only has one part-time teacher who is a psychological counselor, so it really cannot meet the needs of the students.

Not to mention, part-time teachers also have to complete their teaching hours, so they cannot support students who need immediate psychological counseling. Therefore, having a legitimate position is necessary, especially in the context of social development.

Also according to the regulations of the Ministry of Education and Training, each school must have a school psychology counseling room. However, because it is not included in the job position, the school can only arrange for a psychological counselor to be in charge. Psychological counselors do not directly teach classes, are not teachers, and only receive a salary of about 4 million VND/month.

Meanwhile, most of the current human resources in the psychology industry have bachelor's degrees or higher and the recruitment demand outside the education sector is very large. Therefore, schools are almost unable to recruit specialized human resources for the psychology consulting department.

From the above reality, Mr. Nguyen Anh Tuan, Principal of Le Van Tam Secondary School (Binh Thanh District), said that when there is a team of psychological counselors with appropriate remuneration, this force will have investments in expertise and specialized responsibility in their work.

According to Mr. Huynh Thanh Phu, Principal of Bui Thi Xuan High School (District 1, Ho Chi Minh City), in addition to having a psychology teacher, the school needs to increase positive collective activities, entertainment and recreation to help students avoid negative activities.

Mr. Phu also encouraged each teacher to try to become a psychological counselor for students. Only special cases are referred to the school's psychological counseling board. In addition, through the fanpage, the school announced the phone numbers of the principal and counseling teachers so that students and parents can contact them 24/7.
