March: Only option 4 + 2 is available.
On March 17th, the Ministry of Education and Training for the first time announced the draft plan for organizing the high school graduation exam starting in 2025.
According to the draft, the high school graduation exam from 2025 onwards will be organized by subject, with compulsory subjects including Vietnamese language and literature, mathematics, foreign language, and history (for general education), and Vietnamese language and literature, mathematics, and history (for continuing education), and elective subjects at the high school level including: physics, chemistry, biology, geography, economics and law education, informatics, and technology.
This afternoon, November 29th, the Ministry of Education and Training announced the plan for the high school graduation exam starting in 2025.
Accordingly, students in the high school program will take exams in 4 compulsory subjects: Vietnamese language and literature, mathematics, foreign language, and history, plus 2 elective subjects from the 4 subjects they have chosen; students in the continuing education program at the high school level will take exams in 3 compulsory subjects: Vietnamese language and literature, mathematics, and history, plus 2 elective subjects from the 4 subjects they have chosen.
The Literature exam is in essay format; the remaining subjects are in multiple-choice format. The question bank and exam papers for all subjects are developed with a focus on assessing competence.
August: Added 3 + 2 option
By August, the Departments of Education and Training received information to conduct a survey on the proposed plan for the high school graduation exam starting in 2025.
Accordingly, high schools are required to conduct a survey to select one of two options regarding the number of subjects for the high school graduation exam starting in 2025.
Option 1 includes four compulsory subjects: mathematics, literature, foreign language, and history, and two elective subjects chosen from the list of subjects.
Option 2 includes three compulsory subjects: mathematics, literature, and a foreign language, and two elective subjects chosen from those already studied, including history.
October: Adding a 2 + 2 option.
In October, the results of the nationwide survey showed that 17,981 teachers and staff participated in the survey, with 40% choosing the 4+2 option; 59.8% choosing the 2+2 exam subjects option; and 0.2% choosing other options.
Notably, the Ministry of Education and Training stated that during the impact assessment of the number of subjects in the high school graduation exam from 2025 in Ho Chi Minh City, Long An, Tay Ninh, Lang Son , and Bac Giang, many opinions suggested choosing the 2+2 option.
Specifically, candidates studying the high school program and the continuing education program at the high school level must take 4 subjects, including 2 compulsory subjects, Vietnamese language and mathematics, plus 2 elective subjects from the remaining subjects studied in grade 12 (including foreign language and history).
November: The Ministry of Education and Training states its position on the number of subjects in the exam.
According to the draft plan for organizing and recognizing high school graduation from 2025, which the Ministry of Education and Training reported to Deputy Prime Minister Tran Hong Ha and presented at the National Council for Education and Human Resource Development meeting on November 14, the ministry proposed choosing a four-subject exam instead of the five or six subjects previously suggested for public consultation.
According to this report, the Ministry of Education and Training stated that it has proposed three exam options for public comment.
Option 1: Choose 2 + 2; candidates are required to take the compulsory subjects of Literature and Mathematics, and 2 elective subjects from the remaining subjects studied in grade 12 (foreign language, history, physics, chemistry, biology, geography, economics and law education, informatics, technology).
Option 2: Choose 3 + 2; candidates are required to take exams in Vietnamese Literature, Mathematics, and a foreign language, plus two elective subjects chosen from the remaining subjects studied in grade 12.
Option 3: Choose 4 + 2; candidates are required to take exams in Literature, Mathematics, Foreign Language, History, and 2 elective subjects from the remaining subjects studied in grade 12.
According to the Ministry of Education and Training, the majority chose option 2 or 3 compulsory subjects. Specifically, when surveying nearly 130,700 officials and teachers nationwide on options 2 and 3, nearly 74% chose option 2 - taking 3 compulsory subjects. Subsequently, the Ministry of Education and Training surveyed an additional nearly 18,000 officials and teachers in Ho Chi Minh City, Long An, Tay Ninh, Lang Son, and Bac Giang with all three options, and 60% chose option 1 (taking 2 compulsory subjects).
Based on objective analysis, feedback from provincial Departments of Education and Training, and the core principles in the exam planning process, the Ministry of Education and Training proposes that the high school graduation exam from 2025 be conducted according to Plan 1. This means each candidate will take 4 subjects (2 + 2 options), including: compulsory Literature and Mathematics, and two optional subjects from grade 12.
Regarding the nine subjects that candidates can choose to take the exam in, including: foreign language, history, physics, chemistry, biology, geography, economics and law education, informatics, and technology, the Ministry of Education and Training believes that these subjects have already been tested and evaluated, with scores reflected in the student's academic record; during the teaching and learning process, students have been comprehensively assessed in the classroom.
According to the Ministry of Education and Training, choosing two subjects out of these nine will offer 36 different options, allowing candidates to select subjects that align with their career aspirations, abilities, interests, circumstances, and conditions, whether for further education, vocational training, or entry into the workforce.
The official plan will be announced this afternoon.
This afternoon, November 29th, the Ministry of Education and Training is scheduled to hold a press conference at 4:30 PM to announce the official plan for the high school graduation exam starting in 2025. Representatives from the Ministry of Education and Training and relevant departments and bureaus will answer and clarify questions from the press regarding the announced exam plan.
Following the development process, soliciting feedback, and adding options for exam subjects in the high school graduation exam plan from 2025, many experts believe there are several reasons why the Ministry of Education and Training will finalize the plan with 2 compulsory subjects and 2 elective subjects.
The trend of having fewer subjects in the exam is widely supported because it helps reduce exam pressure, and the assessment of high school graduation should not only depend on the final exam but also on the entire learning process throughout high school.
Previously, when explaining the reasons for proposing the selection of 2 compulsory subjects and 2 elective subjects for the exam, the Ministry of Education and Training stated that it aimed to ensure several important requirements. Firstly, it aimed to reduce exam pressure on students and lower costs for students' families and society as a whole (students would only take 4 subjects, compared to the current 6); the number of exam sessions would be reduced to 3, thus simplifying the process and reducing pressure and costs for society.
The second reason is to avoid the current imbalance where more students choose social sciences than natural sciences. The Ministry of Education and Training cites the following figures for the past three years of high school graduation exams: 64.72% in 2021, 66.96% in 2022, and 67.64% in 2023 (out of over 1 million registered candidates). This creates favorable conditions for students to develop their abilities and strengths in line with the objectives of the 2018 General Education Program.
