In particular, the conference was attended by 700 typical and advanced delegates nationwide, representatives of typical collectives and individuals, people directly working in production, working in many fields and regions, representatives of intellectuals, ethnic groups, religions, typical businessmen, young talents...
Patriotic emulation becomes a widespread movement
Speaking at the Conference, Prime Minister Pham Minh Chinh said that 75 years ago, on June 11, 1948, President Ho Chi Minh issued a call for patriotic emulation, officially launching the patriotic emulation movement throughout the Party, people and army. He pointed out: "Emulation is patriotism, patriotism requires emulation, those who emulate are the most patriotic people", "With the indomitable spirit and endless strength of our nation, with the patriotism and determination of our people and army, we can win, we will definitely win...".

Uncle Ho's appeal was like a call to arms for the country, encouraging, inspiring, motivating and motivating our entire Party, people and army to promote the tradition of patriotism, solidarity, self-reliance and self-strengthening, overcome all difficulties and hardships, have many innovative initiatives in labor, production and combat, and make practical contributions to the cause of building and defending the Fatherland.
Since then, patriotic emulation has truly become a widespread movement from the lowlands to the mountains, borders, and islands; from urban to rural areas with the active participation of the people, from the elderly to the children, and has achieved great results. This is an important driving force for the Vietnamese revolution to go from one victory to another.
According to the Prime Minister, during the resistance wars for national construction, the movements of "Three readiness", "Three responsibilities", "Five volunteers", "Sea waves", "Great wind", "Northern Ly drum", "Thousand good deeds", "Each person works as hard as two for the beloved South", "All for the frontline, all for victory", "Stick to the land to protect the village", "Not an inch gone, not a millimeter moved"... urged the feelings, determination and practical actions of each citizen. On the frontline, soldiers competed to fight and make achievements. In the rear, people enthusiastically competed to increase production, eradicate hunger and illiteracy, support the frontline, contributing to bringing the all-people, all-out resistance war to complete victory, culminating in the Dien Bien Phu victory in 1954 "resounding throughout the five continents, shaking the earth" and the historical milestone of the Great Spring Victory in 1975, liberating the South, reunifying the country.
When the country was unified and the whole country moved towards socialism, especially in nearly 40 years of renovation, emulation movements flourished and diversified in all fields, associated with all classes of people, attracting and spreading strongly in society. Typical movements include "Good workers, creative workers"; "Emulation to win", "For national security"; "Good teaching, good learning"; "Skillful mass mobilization", "The whole country joins hands to build new rural areas", "The whole people unite to build a cultural life", "Vietnamese enterprises integrate and develop", "The whole country joins hands for the poor - leaving no one behind", "The whole country unites, joins hands, and emulates to prevent, fight and defeat the COVID-19 pandemic", "Promoting the development of synchronous and modern infrastructure and practicing thrift and fighting waste"...
“These emulation movements have created great material and spiritual strength, promoted the potential and strengths of the whole country, and contributed to the successful implementation of the political tasks of each revolutionary stage. Thereby, they have contributed to promoting socio-economic development, consolidating national defense and security, maintaining independence, sovereignty, territorial integrity, actively and proactively integrating deeply, comprehensively, practically and effectively into the international community, so that “our country has never had such a foundation, potential, position and international prestige as it does today,” the Prime Minister emphasized.

According to the Prime Minister, many typical, advanced and outstanding examples have emerged from the emulation movement in various fields. From heroic examples of sacrifice to protect the Fatherland, for the peaceful life of the people; examples of silent dedication to science, to the cause of cultivating people; environmental sanitation workers working quietly day and night; people diligently planting trees and afforesting... or shining examples of implementing the Call for solidarity to defeat the COVID-19 pandemic of General Secretary and President Nguyen Phu Trong, as in the song lyrics "Everyone chooses the easy work - Who will take the hardship" to act and contribute to the community and society.
The Prime Minister said that at this conference, there were 700 typical advanced delegates - the bright flowers in the patriotic emulation movement, who are typical examples, representing millions of typical and outstanding collectives and individuals in all regions of the country. The typical advanced ones, regardless of age, position, or profession, all shine with patriotism, dynamism, creativity, daring to think, daring to do, daring to take responsibility for the common good; representing the will, determination, aspiration to rise up, and contribute to the community and society.
“I am sure that there are many other silent examples who are day and night contributing their efforts, intelligence and resources to the country in all fields, among all classes of people and our compatriots abroad,” the Prime Minister affirmed.
On behalf of the Party and State leaders, Prime Minister Pham Minh Chinh warmly congratulated and commended the advanced models; highly appreciated the results that the patriotic emulation movement and emulation and reward work have achieved in recent times.
Linking emulation movements with the implementation of major policies of the Party and State
Believing that our country is facing opportunities, advantages, difficulties and challenges intertwined, in order to better fulfill President Ho Chi Minh's call for patriotic emulation, the Prime Minister requested all levels and sectors to continue to thoroughly grasp and deeply imbue the spirit of "the more difficult it is, the more we must emulate", strengthen leadership, direction and effectively implement the policies and laws of the Party and State on emulation and rewards; link emulation and rewards with the implementation of 6 key tasks and 3 strategic breakthroughs; strongly promote the start-up movement, innovation, development of green economy, digital economy, circular economy; encourage the spirit of daring to think, daring to do, daring to take responsibility for the common good.
The Prime Minister requested the Central Emulation and Reward Council, the Fatherland Front, ministries, branches, localities and organizations to continue to launch and organize many patriotic emulation movements with focus and key points, associated with solving political tasks of agencies, localities and units; actively innovate the content, form and methods of organizing emulation and reward work; promote decentralization and delegation of power associated with promoting the responsibility of leaders; improve the capacity of implementing officials; ensure substance, practicality, efficiency, and focus on the grassroots; strengthen inspection, supervision and control of power; avoid formalities, avoid negativity, and take advantage of emulation and reward for personal purposes and group interests.
“It is necessary to combine the implementation of emulation movements with Party building and rectification, studying and following Ho Chi Minh's ideology, morality and lifestyle; preventing and combating corruption, waste and negativity; judicial and administrative reform; preserving and promoting national traditions and cultural identity; and promoting foreign affairs and international integration,” the Prime Minister noted.
For advanced models, the Prime Minister suggested not to be subjective or complacent, always maintain spirit and enthusiasm, continue to try, strive, constantly improve, contribute more to the community and society, to the Fatherland and the people; truly be shining examples for everyone to learn from, as beloved Uncle Ho taught: "Taking the example of good people and good deeds to educate each other every day is one of the best ways to build the Party, build revolutionary organizations, build new people, new lives".
“This responsibility is placed on you and each of us, because to achieve success and honor is difficult, but to maintain the title and love is much more difficult. Each advanced model is a flower that radiates the fragrance of spirit, morality, sense of responsibility and dedication. That fragrance will radiate in the community, spreading and inspiring good things,” the Prime Minister wished.

Among them are Professor - Doctor, People's Teacher Vo Tong Xuan, who is passionate and has made many important contributions to Vietnam's agriculture, especially in the Mekong Delta; Village elder K'Tieu in Dinh Lac commune, Di Linh district, Lam Dong province, who has mobilized people to donate land and labor to build roads and teach many young generations, preserving gong culture; Mrs. Tran Thi Kim Thia (Mrs. Sau Thia) residing in Hung Thanh commune, Thap Muoi district, Dong Thap province, who has been diligently teaching free swimming to children inside and outside the commune for 20 years.
