Expanding the pilot of electronic health books and issuing criminal records via VNeID nationwide

This afternoon, October 2, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, chaired an online conference to deploy the pilot expansion of electronic health records and issuance of judicial records via VNeID nationwide. Deploying electronic health books, referral papers, and re-examination appointment papers, the Ministry of Health has so far created over 98% of electronic health book data for people and synchronized it through the Vietnam Social Security (VSS) to integrate into VNeID. Training has been organized for 100% of medical examination and treatment facilities to receive and use it when presented directly on VNeID.

At the same time, medical facilities connected 16 medical information fields according to the instructions of Vietnam Social Security to automatically fill in the forms. The Ministry of Public Security coordinated with Vietnam Social Security and the Ministry of Health to create and integrate 911,696 data on referral papers and 2,629,117 data on re-examination appointment papers on VNeID to be ready for nationwide publication.

The Ministry of Public Security has coordinated with businesses and HDBank to commit to deploying a free medical kiosk system with integrated electronic health books with a minimum of 1,001 kiosks, ensuring deployment in 20 central hospitals, 63 provincial hospitals, 707 district hospitals, 20 industry hospitals and related units. To date, 44/63 provinces and cities have registered to deploy with 217 medical kiosks.

The implementation of electronic health books helps people to monitor their health status, use referral papers, and re-examination appointment papers through the VNeID application easily and conveniently, reducing complicated and cumbersome administrative procedures, and is estimated to save about 1,150 billion VND annually in medical records for 230 million people.

Regarding the implementation of issuing criminal records, after more than 4 months of pilot implementation in Hanoi and Thua Thien Hue, initial results have been remarkable, bringing convenience and receiving enthusiastic support from the people.

Specifically, Hanoi received more than 45,000 applications, Thua Thien Hue received more than 5,000 applications for criminal records on VNeID, accounting for more than 70% of the total number of applications requesting criminal records of the two localities. It is estimated that issuing criminal records on VNeID will help save about 400 billion VND per year for people and society.

Concluding the conference, Prime Minister Pham Minh Chinh emphasized that the ultimate goal in building a digital government, digital society, digital citizens, and developing a digital economy is to serve the people. The Government's guiding viewpoint is "to only discuss, not to retreat, to learn from experience while doing, to resolve difficulties, to overcome challenges, to unify awareness, to act together to pilot the expansion of the above two utilities nationwide".

Accordingly, the Prime Minister requested that, in order to effectively expand the pilot implementation of issuing criminal records via VNeID nationwide from October 1, 2024 to June 30, 2025, the Ministry of Justice urgently cleans up data in the Criminal Records Database. Coordinate with the Ministry of Public Security, courts, procuracies and relevant units to synchronize data on criminal records, judgment data, serving the issuance of criminal records. The Ministry of Justice shall preside over and coordinate with relevant ministries and agencies to review, amend and supplement relevant legal provisions under the Ministry's state management, ensuring sufficient legal basis for implementing the issuance of criminal records via the VNeID application nationwide.

Ministries, branches and localities are directed to review and clean data, maintain data that is always "correct, complete, clean and alive" on criminal records, criminal records, and criminal record deletion, and move towards synchronization and shortening the time for issuing certificates and handling administrative procedures for people. Review and complete the provincial-level administrative procedure handling information system to ensure synchronization, connection and data sharing with the software for issuing criminal records and related specialized databases to serve the handling of administrative procedures.

Allocate resources to implement and disseminate policies and laws on the provision and issuance of criminal records via the VNeID application. Promote dissemination and guidance for people to use electronic health books instead of paper health books, organize data collection, update, maintenance and interconnection according to the instructions of the Ministry of Health.

At the conference, delegates performed the button-pressing ceremony to launch the pilot expansion of electronic health books and issuance of criminal records via VNeID nationwide.
