Expanding the membership of grassroots inspection committees and improving the effectiveness of inspection and supervision work in Thach Ha.

Over the past period, Party committees at all levels in Thach Ha district ( Ha Tinh province ) have promoted the role of the two-level Party Discipline Inspection Committee in inspecting, supervising, and enforcing Party discipline, contributing to improving the leadership capacity and fighting strength of Party organizations and Party members.

The Inspection Committee of the Thach Lac Commune Party Committee supervises the implementation of environmental criteria in the construction of new rural areas and advises on land management work by the commune's land administration and natural resources and environment officials.

As one of the localities that proactively built and effectively implemented inspection and supervision programs, the Thach Lac Party Committee's Inspection Committee has annually followed the directives of higher levels and the recommendations of Party members and the people to develop programs suitable to the practical situation, especially focusing on inspecting and supervising the implementation of conclusions from previous inspection and supervision sessions. Thanks to this, the Party Committee's inspection and supervision tasks have been carried out systematically and according to procedures, preventing violations and raising awareness among cadres and Party members.

From the beginning of 2023 to the present, the Party Committee's Inspection Committee of Thach Lac commune has advised on and conducted 3 inspections and supervisions. These include: 1 inspection of Party finances at the Quyet Tien village Party branch; 1 supervision of the mobilization of contributions from parents at the kindergarten; 1 supervision of the implementation of environmental criteria in the construction of new rural areas; and 1 supervision of land management work by the commune's land administration and natural resources and environment officials.

Comrade Tran Thi Hue , Deputy Secretary and Head of the Party Committee's Inspection Committee of the commune, said: "Through inspections and supervisions, especially those concerning individuals responsible for advising on land matters, the Party Committee and individuals have become aware of some shortcomings so that they can promptly address and rectify them. From now until the end of the year, the Party Committee's Inspection Committee will continue to conduct three more inspections and supervisions of Party members and Party organizations."

Following the motto "Supervision must be broad" and "Inspection must be focused and targeted," the district Party Committee has always paid attention to directing and guiding, promoting the advisory role of specialized agencies, and maintaining regular meetings on Party building and inspection and supervision with subordinate Party committees and branches. The District Party Committee's Inspection Committee has advised the Party Committee to promptly issue annual inspection programs and plans for the entire term, while also guiding the content of inspection and supervision plans for grassroots levels to ensure quality and feasibility.

The Thach Ha District Party Committee's Inspection Committee approved the draft inspection report and conclusions.

Comrade Nguyen Thi Thi, Deputy Head of the District Party Committee's Inspection Committee, stated: "To ensure that inspection and supervision work is practical, effective, and prevents violations by organizations and individuals, the District Party Committee's Inspection Committee has actively innovated its methods, grasped practical needs, and selected key and priority areas. We have strengthened thematic supervision activities and emphasized coordination among Party committees and agencies in carrying out inspection and supervision tasks."

Since the beginning of the year, the District Party Committee's Inspection Committee has established four inspection and supervision teams in Thach Ngoc, Viet Tien, Thach Long, and Tuong Son communes to monitor land issues and the collection and use of contributions for new rural development, with the aim of supplementing and expanding the composition of grassroots inspection committees. This new approach has strengthened coordination, training, and the development of skills and responsibilities of the inspection and supervision team at the grassroots level, ensuring objectivity and honesty in inspection and supervision conclusions. The quality of inspections and supervisions has significantly improved, receiving recognition and high praise from the Party Committees and grassroots inspection committees, and a proposal for further expansion.

In the training of cadres, the District Party Committee's Inspection Committee regularly provides guidance and timely information on documents and instructions from higher levels, and advises on the content of annual professional training. In particular, expanding the membership of grassroots Inspection Committees, coupled with thematic inspections and supervisions, has resulted in in-depth training sessions that provide hands-on instruction to cadres working in inspection at all levels.

In 2023, the District Party Committee's Inspection Commission chaired a specialized training course on land management supervision through dialogue for nearly 100 grassroots leaders and inspection officers throughout the district. Following the training, they directed widespread supervision in 22 communes and towns. The innovation in the form and content of the professional training overcame the passive learning approach, creating a proactive mindset for Party committees and inspection officers at the grassroots level to perform their duties effectively.

From the beginning of the year until now, Party committees at two levels have inspected 25 Party organizations and 10 Party members, supervised 1 Party organization and 3 Party members, and disciplined 31 Party members. The Party Discipline Inspection Committees at all levels have inspected 2 organizations and 14 Party members suspected of violations. Through these inspections, it was concluded that 1 Party organization and 9 Party members were found to have shortcomings and violations, with disciplinary action required against 3 Party members. In addition, the Party Discipline Inspection Committees at all levels have also inspected the implementation of Party inspection, supervision, discipline, and financial tasks in 17 Party organizations, and supervised 12 Party organizations and 4 Party members.

Thanks to a focus on innovating the forms and methods of implementation, the work of inspection, supervision, and enforcement of Party discipline has prevented, from an early stage and from afar, the decline in political ideology, morality, and lifestyle of cadres and Party members, strengthening the people's trust in the Party's guidelines and leadership. This has contributed to the successful implementation of the resolutions of Party congresses at all levels, and the Resolution of the 30th District Party Congress.
