If the new era is a new period of comprehensive and synchronous innovation that challenges all limits of development and reaches prosperity, it is impossible not to create a new strategic vision, with a new art of handling opportunities and risks.

Along with that is reforming the apparatus system and operating with a new suitable mechanism, the center is controlling and balancing power through a synchronous, suitable and effective institutional system in all aspects (politics, economy, society ...), for all organizations of the streamlined, effective and efficient political system, at all scales, levels and each person in the apparatus; by a new method of gathering forces; by a new development driving force system with a comprehensive, suitable, unified, synchronous and strong enough implementation policy system... All aim to create a remarkable and comprehensive development speed with a new scale and quality, creating a remarkable development speed for the country to prosper along with the times, in the vision to 2045.

Strategic positioning, innovative thinking , national development vision

Therefore, naturally, it is necessary to grasp Two major principles. First, we cannot cling to the present and exaggerate it to delude ourselves or fall into pessimism, pessimism, and disorientation. Second, “development and growth” is the only way for a nation to become powerful, the treasure to maintain independence, freedom, and to pursue happiness for the people and stand shoulder to shoulder with developed countries in the world.

The Fourth Industrial Revolution is developing rapidly but also contains the unpredictable uncertainties of today's era. The great and historic achievements after nearly 40 years of Doi Moi affirm that our Party's independent innovation policy is correct and creative; our country's path to socialism is consistent with Vietnam's reality and the development trend of the era. However, "innovation is not yet synchronous and comprehensive... many big and complicated problems, many limitations and weaknesses need to be focused on to solve and overcome to bring the country to rapid and sustainable development" (1).

In the vision to 2045, reality requires comprehensive and synchronous development of the country in terms of politics, economy, culture, society, national defense, security, and foreign affairs with a new scale, new speed, and new acceleration, but in a sustainable and humane manner.

Geopolitics, geoeconomics, geodefense, geoculture… make up the geostrategy for the comprehensive development of Vietnam: position, strength, prestige and influence of Vietnam in the region and in the international arena. These very premises require choosing the shortest path for oneself, proactively adapting and embracing human civilization in all aspects, accelerating the pace of economic development and integration, which truly has a decisive meaning for success or failure.

It can be imagined that if the first 30 years of Doi Moi from 1986 - 2015 were an awakening of thinking, innovation in mechanisms, and proactive global integration, then the next 30 years of Doi Moi until 2045 will be shaped by the extraordinary efforts of the entire nation to make a breakthrough in strategic vision innovation, comprehensive rise, synchronization of national strength, combining the strength of the times to build the foundation for a prosperous and happy society, with the aspiration to make Vietnam a powerful nation, holding a worthy position in the international community. It is predicted that this is the first 20 years of the new era from 2026 - 2045, when the Communist Party of Vietnam turns 100 years old and the Socialist Republic of Vietnam turns 100 years old.

We are living and acting in the era of globalization, with all the complexities of opportunities and risks intertwined, transforming unpredictably, posing great challenges. On the other hand, we seem to be living in a "flat world", but we often fall into the "unflat area". That is why, more than 30 years ago, in January 1994, our Party predicted and our entire nation is making constant efforts to overcome that "unflat area". We must overcome the challenges ourselves, determined to become rich and strong; at the same time, we cannot help but surpass ourselves, to position the country in a new position. Following the old ways and old experiences will only lead to being behind other nations and peoples. Therefore, if we do not position the strategy of industrialization and modernization of the country, it will certainly be difficult to find a worthy position in the international arena and even more difficult to have the opportunity to contribute with humanity to build a developed and progressive world. That is the destiny of the nation, the honor of the people.

Again, standing in the world, we must become a worthy organic part of the whole world, that is the best way to position the country.

Independence - Freedom - Happiness - Unity - Prosperity

Strategic positioning of the country, in turn, there is no better way than genuine Vietnamese patriotism, under the banner of the Party, to become the fundamental and important driving force for the country's development in the future. On this issue, President Ho Chi Minh gave us a great lesson when he affirmed: "Nationalism is the great driving force of the country" (2).

Without independence and power, we cannot talk about the priceless happiness of the People. That is a great ambition, a glorious career, a great motivation but extremely difficult, arduous and even sacrificial, but will create the position, strength and prestige of Vietnam, the boundless vitality, hidden within to ensure the eternal existence of our nation in today's world. That is the challenge of survival that must be resolved by the honor, dignity, strength, prestige and spirit of the Vietnamese people, under the Party's banner: National Independence and Socialism.

The right to be the master of one's own destiny is the independence of the country, the freedom of the nation and the happiness of the People - the soul of the motto of Vietnam. The ideology of independence, freedom and happiness converges two extremely great values: the value of the world and the value of Vietnam. The country must be independent. But when the country is independent, the People must enjoy freedom naturally and inevitably. Because, if the country is independent but the People do not enjoy happiness and freedom, then independence is meaningless, as President Ho Chi Minh pledged on October 17, 1945.

Independence - Freedom - Happiness - Unity - Prosperity is the strategic vision for national development, in the process of proactive national integration into globalization, and is the fundamental value for Vietnam's development in the new era.

Overall, in the next 20 years, by 2045, and 2030 in the immediate future, with the continuous innovation, creation, construction and protection of the Socialist Republic of Vietnam, independence, autonomy, unity and territorial integrity; to become a developed country.

General Secretary To Lam affirmed: “The new era, the era of the Vietnamese people's rise, is the era of development, the era of prosperity under the leadership and rule of the Communist Party, successfully building a socialist Vietnam, a rich people, a strong country, a democratic, fair, civilized society, on par with the world powers” .

In general, it is the country's title, starting from the correct positioning of Vietnam in the world.
