Expanding and investing in transport infrastructure, connecting Binh Duong - Tay Ninh - Long An

On April 22, the Provincial People's Committee held a regular meeting for April 2025 to discuss many important contents.

Also attending the meeting were representatives of the Provincial People's Council, the Provincial National Assembly Delegation, the Standing Committee of the Provincial People's Committee Party Committee; leaders of associations, unions and leaders of the Provincial People's Council Committees.

Upgrading and expanding the customs clearance branch from Moc Bai border gate to milestone 170

At the meeting, the Department of Construction asked for opinions from members of the Provincial People's Committee on the connection between Vietnam's Ho Chi Minh City - Moc Bai expressway and Cambodia's Phnom Penh - Bavet expressway.

Mr. Nguyen Nam Hung - Director of Department of Construction reported at the meeting.

Currently, trade between Vietnam and Cambodia through Moc Bai/Bavet border gate is mainly via National Highway 22 (Vietnam side) and National Highway 1 (Cambodia side). This is the main route connecting Ho Chi Minh City with Phnom Penh, belonging to the Trans-Asian corridor, with a large volume of goods and vehicles.

Currently, Tay Ninh province has adjusted the master plan for the construction of Moc Bai Border Gate Economic Zone according to Decision No. 966/QD-TTg dated August 10, 2022 of the Prime Minister approving the Master Plan for the construction of Moc Bai Border Gate Economic Zone until 2045, focusing on exploiting and promoting the potential strengths of Moc Bai Border Gate Economic Zone approved by the Ministry of Construction.

Therefore, the connection of traffic and trade through the Moc Bai/Bavet international border gate pair, via National Highway 22 on the Vietnamese side and National Highway 1 on the Cambodian side, has been jointly proposed by the People's Committee of Ho Chi Minh City and the People's Committee of Tay Ninh province to the Ministry of Transport in Document No. 2391/UBND-DA dated June 5, 2023, specifically: "In the immediate future, traffic and trade connection between the two countries will be through the Moc Bai/Bavet international border gate pair. In the future, according to the development needs, the requirements for trade of goods between the two countries as well as the socio-economic development of the region, it is necessary to study the connection point in the direction of the customs clearance branch of the Moc Bai/Bavet international border gate pair".

To ensure the progress of the implementation of the two national highways and the connection plan between the two highways in accordance with the policy according to the conclusion of the Provincial Party Standing Committee, the assessment opinion of the general planning of Moc Bai Border Gate Economic Zone of the Ministry of Transport, the Department of Construction consulted the connection point between the two highways in the direction of the customs clearance branch of the Moc Bai/Bavet border gate pair to serve as a basis for determining the arrangement of functional areas in accordance with future development needs.

After considering planning factors and improving capacity and efficiency of customs clearance through the border gate, making the most of the existing infrastructure of Moc Bai border gate, avoiding traffic congestion, the Department of Construction proposed to choose option 1: Connecting at landmark 170 (about 3.5km north of Moc Bai border gate), to connect the Ho Chi Minh City - Moc Bai expressway of Vietnam with the Phnom Penh - Bavet expressway of Cambodia.

At the same time, the Department of Construction proposed that the Provincial People's Committee consider and invest in upgrading and expanding the goods clearance branch from Moc Bai border gate to milestone 170 with a scale of a grade II road, 6 lanes and update and adjust to related planning.

The Department of Construction proposed an investment plan with a length of about 3.5km; starting point at Moc Bai border gate; ending point at milestone 170; scale including grade II road, 6 lanes. Total estimated investment is 406 billion VND from the central budget; investment is recommended in the period 2026-2030 to match the investment progress and the time of putting into operation of the Ho Chi Minh City - Moc Bai expressway.

Supplementing the planning of dynamic traffic axes

At the meeting, the Department of Construction presented and asked for opinions from members of the Provincial People's Committee on the content of supplementing the planning of the dynamic traffic axis: The Eastern route of the Economic Zone connecting Binh Duong - Tay Ninh - Long An (from Road 789B to the border with Long An) Tay Ninh - Long An in the Master Plan for the construction of Moc Bai Border Gate Economic Zone, Tay Ninh province until 2045.

Accordingly, the planning orientation of the Industrial - Urban - Service dynamic axis road (Road 798B) from Binh Duong - Tay Ninh connecting An Thanh - Tra Cao road (1.5km newly opened on Tay Ninh side) with DT.838 (5.7km newly opened on Long An side) is planned with 6 lanes.

According to the planning orientation of expanding the road and bridge connecting Phuoc Chi across the Vam Co Dong River at the passenger wharf across the Phuoc Chi - Loc Giang River, the route will expand the development space in Phuoc Chi and along the west bank of the Vam Co Dong River, connecting with Ho Chi Minh road (section near the end intersection of the Chon Thanh - Duc Hoa section) and Ring Road 4.

Including: the dynamic axis of Industry - Urban - Service Binh Duong - Tay Ninh (DT.789B), the section from Dat Set intersection with DT.784 to the intersection with National Highway 22 (about 5km from Moc Bai border gate), the route follows the planning of Road 789B; the section from National Highway 22 to Duc Hoa border, the planning of the new route is as per the project; the section connecting to DT.MM16 (West bank road of Vam Co Dong River) of Long An, ending at Ho Chi Minh road near the intersection between Ho Chi Minh road and National Highway N2, DT.825, Ring Road 4 of Ho Chi Minh City.

To connect Binh Duong - Tay Ninh - Long An, the province plans to add a route to the East of Moc Bai Border Gate Economic Zone connecting Binh Duong - Tay Ninh - Long An (the starting point is west of the Vam Co Dong River overpass belonging to DT.789B, the new route opens parallel to DT.789B to the border with Long An, connecting with the planned road DT.MM16, the road on the west bank of the Vam Co Dong River on the Long An side; level II, 6-8 lanes, about 62m).

Mr. Dang Dinh Toan - Deputy Director of the Department of Finance reported at the meeting.

At the meeting, members of the Provincial People's Committee and delegates participated in the discussion and gave opinions on important contents such as: draft Guidelines on criteria for evaluating cadres, civil servants, public employees and workers to implement the organizational arrangement and resolve policies and regimes according to Decree No. 178/2024/ND-CP dated December 31, 2024 and Decree No. 67/2025/ND-CP dated March 15, 2025 of the Government; draft Resolution on naming and renaming roads and public works in Tay Ninh city; report on project implementation progress and plan to handle the project of Logistics Center, ICD and Tay Ninh general port in Hung Thuan commune, Trang Bang town of the TANIL - ILS - ASGL Joint Venture; give opinions related to the Phuoc Dong - Boi Loi Urban Service Area project in the Phuoc Dong - Boi Loi Industrial - Urban - Service Complex (Area B)...

Mr. Tran Anh Minh - Director of Department of Culture, Sports and Tourism reported at the meeting.

After the discussion and comments of the members of the Provincial People's Committee and delegates attending the meeting, the acting Chairman of the Provincial People's Committee Nguyen Hong Thanh basically agreed with the content of the submissions; assigned the drafting unit to coordinate with departments, branches and sectors to continue to collect opinions from localities, research and complete the draft contents for the Provincial People's Committee to consider, soon promulgate and deploy and implement.
