The official visit of National Assembly Chairman Tran Thanh Man and the high-ranking delegation of the Vietnamese National Assembly to the Lao People's Democratic Republic and attendance at the 45th General Assembly of the ASEAN Inter-Parliamentary Assembly (AIPA-45) was a great success.
This is the first foreign trip in Southeast Asia of National Assembly Chairman Tran Thanh Man in his capacity as head of the legislative body. The results of the visit once again affirm the consistent policy of the Party and State to always give the highest priority and attach importance to developing the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos; affirming Vietnam's strong and comprehensive support for the cause of innovation, protection and construction of Laos; at the same time demonstrating the trust and closeness between the senior leaders of the two Parties, the two States as well as between the two Chairmen of the National Assembly of Vietnam and Laos.
Grow to new heights
Under the clear autumn sky and gentle sunshine, the motorcade carrying National Assembly Chairman Tran Thanh Man and the high-ranking delegation of the Vietnamese National Assembly entered the Lao National Assembly headquarters in the capital Vientiane. Lao National Assembly Chairman Saysomphone Phomvihane warmly welcomed National Assembly Chairman Tran Thanh Man and the delegation as if welcoming a relative after many days. The two National Assembly Chairmen exchanged tight hugs and warm greetings.
At the cordial and sincere talks that took place immediately afterwards, the two National Assembly Chairmen agreed that the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos, which was painstakingly cultivated by President Ho Chi Minh, President Kaysone Phomvihane and President Souphanouvong, and generations of leaders of the two Parties, two States and peoples, has been tempered through many challenges and forged by the efforts and blood of many generations of heroic martyrs, has become a priceless asset of the two peoples.
The two National Assembly Chairmen were pleased to see that the cooperation between the two legislative bodies is developing well in both breadth and depth; at the same time, they proposed to continue implementing exchange activities and sharing experiences in areas of mutual interest, especially in building and perfecting institutions and legal systems, supreme supervision and deciding on important issues of the country.
The National Assemblies of Vietnam and Laos will closely coordinate and jointly supervise the implementation of bilateral agreements; strengthen supervision and promote investment cooperation projects, propose solutions to difficulties and obstacles, and create favorable conditions for Vietnamese enterprises to invest and do business in Laos; closely coordinate and support each other at regional and international forums, contributing to maintaining a peaceful and stable environment for development.
During the visit, National Assembly Chairman Tran Thanh Man met with Lao General Secretary and President Thongloun Sisoulith and Lao Prime Minister Sonexay Siphandone.
During the meetings, the National Assembly Chairman affirmed that Vietnam consistently gives top priority to the special "unique" traditional relationship with Laos, always standing side by side and strongly and comprehensively supporting Laos's cause of protection, construction, innovation and development.
Vietnam always appreciates the sentiments, support and valuable contributions of generations of leaders and the brotherly Lao people, constantly cultivating the great friendship, special solidarity and comprehensive cooperation between the two countries.
The two sides highly appreciated the results of cooperation between the two countries in various fields in recent times and had frank, substantive and open exchanges, reaching high consensus on the direction of cooperation in the coming time to effectively implement high-level agreements signed between the two countries.
The two sides affirmed that solidarity and mutual assistance between the two Parties, two States and two National Assemblies is an objective factor, a historical law, one of the greatest sources of strength, and of vital significance to the cause of national construction and defense of each country.

In the capital Vientiane, National Assembly Chairman Tran Thanh Man met with leaders and former leaders of Laos; received President of the Laos-Vietnam Friendship Association Boviengkham Vongdara and Vice President of the Central Committee of the Lao Front for National Construction Chanphenh Soutthivong; and received the President of the Lao State Audit Office.
On this occasion, National Assembly Chairman Tran Thanh Man and the high-ranking delegation of the Vietnamese National Assembly visited the staff of the Embassy and met with representatives of the Vietnamese community in Laos.
Vietnamese Ambassador to Laos Nguyen Minh Tam emphasized that the first official visit to Laos by Comrade Tran Thanh Man as Chairman of the National Assembly is of special importance and significance in consolidating and enhancing the special solidarity relationship between Vietnam and Laos to a new height, for the benefit of the people of each country, contributing to peace, stability, cooperation and development in the region and the world. The Lao side gave the high-ranking delegation of the Vietnamese National Assembly a very respectful and thoughtful welcome with some exceptions, deeply demonstrating the special relationship between Vietnam and Laos. |
President of the Laos-Vietnam Friendship Association Boviengkham Vongdara affirmed that the official visit of National Assembly Chairman Tran Thanh Man and the high-ranking delegation of the Vietnamese National Assembly to Laos and attendance at the 45th AIPA General Assembly showed that Vietnamese leaders always highly appreciate and attach importance to the traditional cooperative relationship between Laos and Vietnam, and always choose Laos as a priority for overseas activities. This is highly appreciated by the Lao side.

Important contribution to the success of AIPA-45
At the 45th AIPA General Assembly, National Assembly Chairman Tran Thanh Man and the high-ranking delegation of the Vietnamese National Assembly attended the Opening Ceremony and the AIPA Executive Committee Meeting.
Attending the 45th AIPA General Assembly Plenary Session, the National Assembly Chairman delivered an important speech, affirming that parliamentary cooperation will be the driving force to promote the implementation of building a law-based ASEAN Community, reflecting the voice and aspirations of the people, putting the people at the center of all development policies, creating comprehensive and profound changes for the community and each member country.

Expressing confidence in the joint efforts of ASEAN countries, together consolidating the ASEAN wall to become more and more solid to overcome all difficulties and challenges of the times, the National Assembly Chairman promoted the spirit of solidarity and unity, raised the sense of responsibility to contribute to the common effort, effectively respond to challenges, and make comprehensive contributions to the process of building the Community.
At the same time, with the desire to further promote the role of parliaments in enhancing connectivity, the National Assembly Chairman proposed five priority orientations in the coming time.
Vice President of the Lao National Assembly Sounthone Xayachak affirmed that the Vietnamese National Assembly delegation's participation in the 45th AIPA General Assembly and the National Assembly Chairman Tran Thanh Man's contributions to the AIPA-45 have significantly contributed to the success of the conference. These are positive contributions from the Vietnamese National Assembly, and he hopes that Vietnam will continue to cooperate closely with AIPA member countries, making AIPA increasingly stronger.
Chairman of the Foreign Affairs Committee Vu Hai Ha said that Vietnam has proactively and actively coordinated with Lao friends from early on and from afar to build the agenda for the AIPA-45 General Assembly. Vietnam has 4 initiatives presented at the AIPA-45 Committees to promote socio-economic development as well as infrastructure connectivity, digital transformation, green transformation, and energy transformation.
Vietnam also considered co-sponsoring 6 resolutions, including 5 proposed by Laos and 1 proposed by Indonesia, Laos and Malaysia. Thus, in the total of more than 20 resolutions expected to be adopted by the General Assembly, Vietnam made a very important contribution.
Leaning against the majestic Truong Son mountain range and drinking from the same Mekong River, in international relations, there are few relationships as special, lasting and loyal as the Vietnam-Laos relationship.
The official visit to the Lao People's Democratic Republic and attendance at the 45th AIPA General Assembly by National Assembly Chairman Tran Thanh Man contributed to further deepening the special Vietnam-Laos relationship, opening up many new development opportunities for the two countries in the coming time.
The visit also contributed to strengthening strategic trust and expanding parliamentary cooperation between the two countries; affirming the role of the Vietnamese National Assembly, proactively and actively contributing substantially to the content of AIPA; supporting Laos in its role as AIPA Chair; and working with AIPA member parliaments to strengthen solidarity and the central role of ASEAN, and promote relations between AIPA and its partners.
