Cam Nhuong is a coastal commune with a high population density, many restaurants, hotels, and domestic wastewater from people is not treated in tanks but discharged directly into canals flowing into the sea, affecting environmental pollution. Faced with this situation, in 2020, the commune was invested by the Central Office for New Rural Area Coordination - Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment) in coordination with the Center for Analysis and Transfer of Environmental Technology (Institute of Agricultural Environment) to build 2 pilot models of domestic wastewater treatment for residential clusters in Tan Dinh and Lien Thanh villages. Each model is expected to treat wastewater for 300 households, solving the problem of pollution in the residential cluster, limiting the situation of domestic wastewater being discharged directly into the environment.
However, after completion and being put into use for a while, the model did not meet expectations and was abandoned. According to reporters in Tan Dinh and Lien Thanh villages, these two pilot models have stopped operating. The entire infrastructure system, settling tanks, septic tanks, machinery, equipment... are all in a state of disrepair, rust, and degradation. The surrounding area is overgrown with weeds, mold, flies and mosquitoes, and spider webs are everywhere.
Mr. Nguyen Van Thanh, Head of Tan Dinh Village, said that the village has 335 households. In 2020, when the pilot model for domestic wastewater treatment was built for the residential area, the villagers were very excited. However, the project was put into use and was continuously damaged and had to be repaired many times. Since 2021, the project has stopped operating, and repairs are very difficult and require a large amount of funding. Currently, this pilot model is too small in scale and capacity and the technology is outdated, so it is not suitable for local reality.
Mr. Nguyen Van Hung, Chairman of Cam Nhuong Commune People's Committee, said that the two pilot models for treating domestic wastewater for residential areas operated with homemade technology, with too small a scale and capacity; were ineffective, damaged, and did not meet the requirements. The locality had made many attempts to fix the problem but still could not maintain the system's operational capacity and had to abandon it.
