Implementing the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas, in recent times, the highland and border districts of Dien Bien province have deployed many models to support production according to the value chain, initially bringing positive results. Ethnic minority households participating in the chain production model have increased their income, improved their lives in many aspects, thereby encouraging people to increasingly actively participate in models of crop restructuring, increasing value on the same unit area.

Comrade Lo Van Tien, Vice Chairman of Dien Bien Provincial People's Committee, said: The project to support the development of production according to the value chain is the content of Sub-project 2 under Project 3, which is Developing sustainable agricultural and forestry production, promoting the potential and strengths of regions to produce goods according to the value chain. This is one of 10 projects under the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas, period 2021-2023.
Determining the importance and significance of implementing support for production according to the value chain, which is very practical and necessary for ethnic minorities in remote, isolated and border areas, right after implementing the program, the Steering Committees of the districts assigned specific tasks to each member; at the same time, publicized the allocation of resources and decentralization of implementation of each project's content. Therefore, after more than 2 years of implementing the Program, the districts in the whole Dien Bien province have implemented 62 projects to develop production according to the value chain with 4,318 participants; 99 projects to develop community production with 2,015 participants. The total disbursed capital to support the implementation of projects to develop production according to the value chain and projects to develop community production is 134,829 billion VND, compared to the total capital assigned by the Central Government, reaching 27.34%.

In the border district of Nam Po, in 2023, 33 Production Development Support projects were implemented with a total of 689 ethnic minority households participating. Of which, 3 value chain linkage projects include: orange growing project in Nam Tin commune; pineapple growing in Nam Chua commune and cardamom growing in Nam Nhu commune; these projects attracted 68 households to participate. 30 community support projects with 621 households participating, specifically: In Na Bung commune, people participated in growing green squash, cinnamon, macadamia; in Vang Dan commune, they grew jackfruit; in Na Hy commune, they grew jackfruit, cinnamon, potatoes; in Nam Chua commune, they grew jackfruit; in Nam Nhu commune, they grew cinnamon; In Si Pa Phin commune, passion fruit and potatoes are grown. A typical example of a group of chain production linkage projects that shows clear economic efficiency is the pineapple growing project in Nam Chua commune.
Mr. Thao A Khai, Chairman of the People's Committee of Nam Chua Commune, said: After more than a year of implementation, the pineapple production linkage project in the commune has brought about many benefits. The project helps people in the commune increase their income, change the traditional production habit of monoculture of rice on the fields and importantly, the project helps people move towards agricultural production as commodities to increase income on the same area.
As one of the families participating in the chain production linkage project in Nam Chua, Mr. Hoang A Chinh, Nam Chua 4 village, said: With only over 1 hectare of pineapple, this year my family expects to earn over 150 million VND. Compared to growing corn and rice, pineapple brings in much more income.
Like Mr. Chinh's family, in Nam Chua commune, there are 20 families in Nam Chua 4 village, Huoi Co Mong, all growing Queen pineapple (also known as Queen pineapple). All pineapple seedlings are supported by the Organic Pineapple Production and Consumption Linkage Project implemented by the District Agricultural Service Center. In addition to seedlings, pineapple growers are also supported with fertilizers, pesticides and instructions on planting techniques, care, and disease prevention for plants. Thanks to that, families are very confident in implementing the model according to the project.
In Dien Bien Dong - a district where more than 95.5% of the population are ethnic minorities, the implementation of projects to support production linkages in the district chain all select local strengths, such as: Tia Dinh squash, Luan Gioi sticky rice, and macadamia in Pu Nhi commune.
Mr. Pham Quang Thanh, Director of Dien Bien Dong District Agricultural Service Center, said: In 2023, the Center implemented 2 projects to link production and consumption of products (glutinous rice, green squash); in 2024, it implemented a project to link production of macadamia. These are all projects under Sub-project 2 in Project 3 of the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas, 2021-2030 period. These projects, when implemented, received consensus from the people and initially achieved positive results.

Mr. Vi Van Toan, in Na Ngua village, Luan Gioi commune, said: Participating in the model of supporting the production of sticky rice in the locality, my family was supported with techniques for caring for and preventing diseases for the plants, so the rice yield reached 6.5 tons/ha while traditional production only reached 10-15 tons/ha; the quality of rice is also better than the traditional planting method, so one hectare of rice participating in the model brings in a profit of more than 40 million VND.
From the experience and initial results achieved by the districts in implementing the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas, in the coming time, the Steering Committee of Dien Bien province has determined to continue to focus on directing, implementing drastically, synchronously, comprehensively, and uniformly the contents; enhancing the role and responsibility in directing and implementing the program in the area; Strengthening the role and responsibility in coordinating and supporting localities in reviewing, identifying, developing and implementing projects, sub-projects, components, and tasks of the program; promptly guiding and resolving difficulties and problems in the implementation process to complete the goals.
During the implementation of the Program, Dien Bien focused on information and propaganda work in various forms, suitable for the target audience and locality, so that people could promptly grasp the meaning, purpose and necessity of the program. Only then can people become active factors in contributing to the implementation of the program and project, thereby arousing awareness, initiative and active participation in the management and implementation of projects of the people right from the grassroots level.
