Open the tunnel entrance on the west side of tunnel number 2 of the Dong Dang – Tra Linh expressway.

On the Dong Dang – Tra Linh expressway, two tunnels will be built through the mountains. Tunnel No. 2, located at Km72 (Thach An district, Cao Bang province), consists of two tunnel tubes nearly 500m long and is considered one of the critical paths in the project's progress.

On June 21st, the consortium of contractors led by Deo Ca Group opened the western right tunnel entrance of tunnel number 2 of the Dong Dang ( Lang Son ) – Tra Linh (Cao Bang) expressway project, phase 1. This is the first tunnel entrance to be opened on the entire expressway project.

Tunnel No. 2, built at approximately Km72 (Thach An district, Cao Bang province), consists of two tunnel tubes (left and right) nearly 500m long.

According to a report by Dong Dang - Tra Linh Expressway Joint Stock Company - the project enterprise, as of mid-June 2024, the People's Committee of Cao Bang province had handed over 35.36/41.55 km of land for the PPP investment project of the Dong Dang - Tra Linh expressway within Cao Bang province, equivalent to 85%, meeting the construction schedule.

It is expected that by July 2024, the People's Committee of Cao Bang province will have completed 100% of the land clearance work in the locality.

Within Lang Son province, the amount of land handed over to the construction unit has only reached 5.45/51.8 km, equivalent to 10.5%. According to the plan, the People's Committee of Lang Son will complete the land clearance work for the Dong Dang - Tra Linh expressway project within Lang Son province in September 2024.

Representatives from the Dong Dang – Tra Linh Expressway Joint Stock Company stated that, despite receiving guidance and support from the Prime Minister and the leaders of the two provinces, the project is currently short of approximately 4 million cubic meters of earth fill material. In addition to adding four new earth quarries, the project company has begun leveling and excavating the ground in areas surrounding the project. Currently, the project company is coordinating with relevant parties to complete the necessary procedures with the provincial authorities to obtain permits for the exploitation of the earth quarries under a special mechanism.

To expedite construction progress, the project's construction units mobilized 467 personnel and 199 pieces of machinery and equipment, deploying 19 simultaneous construction teams to access and organize construction according to the handed-over land segments.

"We are studying the possibility of launching an emulation campaign and establishing a reward mechanism for contractors to boost construction activities throughout the project," said a representative of Dong Dang - Tra Linh Expressway Joint Stock Company.

According to Mr. Nguyen Duc Tuan, Deputy General Director of Dong Dang - Tra Linh Expressway Joint Stock Company, although construction of tunnel number 2 has already begun, the land for the waste disposal site and the concrete mixing plant has not yet been handed over. He requested the Cao Bang Provincial People's Committee to expedite land clearance and agree on the addition of waste disposal sites arising during construction.

Mr. Nguyen Duc Tuan expressed his wish for the Cao Bang Provincial People's Committee to continue working with the Lang Son Provincial People's Committee and the Government to supplement the land use quota for the project in the fourth quarter of 2024; to approve the addition of 4 earth material quarries as proposed by Dong Dang - Tra Linh Expressway Joint Stock Company; and to approve the plan for reclaiming and utilizing surplus soil in accordance with regulations to meet the demand for earth fill materials for construction.

Previously, on June 11, 2024, the Steering Committee for the Dong Dang – Tra Linh Expressway Project held a meeting to evaluate the project's implementation results and continue to accelerate the deployment of key tasks.

Mr. Tran Hong Minh, Secretary of the Cao Bang Provincial Party Committee, requested the People's Committees of the districts through which the project passes to urgently approve the compensation and land clearance plans and estimates for the people, striving to hand over 100% of the land to Dong Dang - Tra Linh Expressway Joint Stock Company for construction on schedule.

“The People's Committees of the districts under their jurisdiction need to quickly implement procedures for exploiting mineral resources for common construction materials to serve the project after the Government issues Resolution No. 106/2003/QH15. Actively work with Lang Son province to adjust the route, clear the land, and change the land use purpose of the forest for the project,” Secretary Tran Hong Minh directed.

The Dong Dang – Tra Linh expressway project has a total length of 121km and is divided into two investment phases. Phase 1 of the Dong Dang – Tra Linh expressway covers a length of over 93km. The starting point is at the Tan Thanh border gate intersection (Van Lang district, Lang Son province). The end point is at the National Highway 3 intersection (Chi Thao commune, Quang Hoa district, Cao Bang province). Deo Ca Group is the leading investor in the consortium implementing Phase 1 of the project.

The completion of the Dong Dang – Tra Linh Expressway plays a crucial role in strengthening domestic and international trade connections, contributing to enhancing the competitiveness of the locality and the region, and creating momentum for socio-economic development, national security, and defense nationwide.
