Dream of renovating the house
The house of Ms. Nguyen Thi Phuc, 47 years old, residing in Phuoc Hao hamlet, Binh Khanh commune, Mo Cay Nam district, has an area of 32 square meters , and has just been raised and tiled. Workers are preparing to raise the walls and remove the roof. Next to it is the old house where Ms. Phuc and her three children sleep. The bed has to be raised with several bricks. The old cabinet is covered with white silt up to 40cm, a sign of frequent flooding.
Ms. Nguyen Thi Phuc's 8th grade daughter has red spots all over her legs. When asked, she learned: "Because the house is low, every month when the tide is high, the water rises 30-40cm. The children have to roll up their pants to wade through the water to go to school. The entire land around the house and the house are flooded, so the fire ants come into the house and bite the children, it's so painful. I always wish to raise the house's floor, but I'm so poor, my husband passed away, and I have many illnesses, how can I repair the house in such a situation?" Ms. Nguyen Thi Phuc confided.
Four years ago, Ms. Phuc's husband, Tran Van Tiep, a veteran, died of lung cancer. After many years of hard work as a bricklayer in Binh Duong to earn money to support his wife and three children, the man suddenly became seriously ill and passed away a few months later. Suffering from many illnesses such as degenerative spine disease, muscle spasms, and acid reflux, Ms. Nguyen Thi Phuc only stayed at home, collecting coconut firewood from her neighbor's coconut garden to sell to raise her two daughters, one in 6th grade and the other in 8th grade...
From a charity house built by a benefactor, Ms. Phuc's house has now been renovated, with a cost of 30 million VND from the Program to eliminate temporary and dilapidated houses in the province in 2025. Ms. Nguyen Thi Phuc expressed: "I am very happy. I thank the local government and the State for helping me repair the house. This is something I have always wanted, but could not do due to difficult circumstances. The happiest thing is that the children will no longer be bitten by ants."
Currently, Ms. Phuc has an older son named Tran Nguyen Nhat Nam, 19 years old. Nam has just gone to Japan to work under a 6-month contract. This son is the future of the family. It is known that organizations and the People's Committee of Binh Khanh commune have supported Ms. Phuc to access many sources of capital to have funds for Nam to study and work in Japan. Most poor households have the same situation of facing disasters and bad luck, helping these households to rise up requires a lot of attention and care from society.
Support to rise up
Vice Chairman of Binh Khanh Commune People's Committee Phan Chi Nhan said: According to Decision No. 781/QD-UBND of the Provincial People's Committee identifying a specific list of households in need of support to eliminate temporary and dilapidated houses in the province in 2025, Binh Khanh Commune has 18 temporary and dilapidated houses that need to be rebuilt or repaired. Of which, 10 houses for the poor and meritorious people have funding, the remaining 8 houses for disadvantaged people, the commune has to mobilize resources to support and there are benefactors who have promised funding for 2 houses. Determining the policy of supporting housing for people with meritorious services to the revolution, eliminating temporary and dilapidated houses for poor and near-poor households is a particularly important political task with profound humanitarian significance. Binh Khanh Commune carries out this task with a spirit of effort and good coordination in reviewing, identifying support objects, mobilizing and effectively using resources...
Implementing the Program to eliminate temporary and dilapidated houses nationwide, the Government has agreed on a housing support level for all subjects (except for households under social protection - unable to pay) of 60 million VND/household when building new houses and 30 million VND/household when repairing.
In the province, the Department of Construction has issued Instruction No. 909/HD-SXD on implementing the construction and elimination of temporary and dilapidated houses in the province by 2025. Accordingly, the Department requires the focal point of the Commune People's Committee to be responsible for inspecting the construction process to ensure that newly built and repaired houses meet the "3 hard" requirements, with an area of over 30m2 (single-parent households must have an area of over 18m2 ). At the same time, it must not create economic burdens or debts for households or cause negative reactions or bad public opinion; be responsible for connecting with support forces; make progress reports and prepare documents according to regulations; advise the Commune People's Committee to organize the construction of houses for households that cannot organize the construction themselves (elderly, single, disabled, etc.).
At the third meeting of the Steering Committee for the elimination of temporary and dilapidated houses in the province held in early April 2025, Secretary of the Mo Cay Nam Ha District Party Committee Quoc Cuong said: “In the past time, the Steering Committee for the elimination of temporary and dilapidated houses in the district has worked quite actively in directing localities to focus on implementing the Program for the elimination of temporary and dilapidated houses. The district has quickly allocated all the capital transferred by the province to localities for people to build new and repair houses. According to the commitment of the localities, by April 30, 2025, the communes will complete 41 houses in phase 1 of the program.
In addition, the district has mobilized 11 more houses and has started construction. Particularly for 76 disadvantaged households that need to mobilize funds to build new houses or repair houses, the district and communes have mobilized 1.5 billion VND, and 25 houses can be started. For the remaining 51 houses for disadvantaged households, the district will continue to mobilize resources, and together with the province, we are determined to implement them according to the common roadmap..."
The entire Mo Cay Nam district has 282 houses that the Provincial People's Committee has identified as a specific list of households in need of support to remove temporary and dilapidated houses in 2025. Of these, 202 houses will be newly built and 82 houses will be repaired. As of April 17, 2025, the district has started construction on 43 houses and 5 have been completed. |
