Launching a fire and explosion safety propaganda campaign in the area with 95 old apartment buildings

On April 21, Hanoi City Police and Nghia Tan Ward Police, Cau Giay District organized a peak campaign to propagate and instruct on fire safety and rescue for facilities and residential areas in the area.

Through inspection, the ward has many old collective housing areas (95 collective houses) built since 1986, degraded, infrastructure is not guaranteed, no design and arrangement of water pipes; there are many businesses with high risk of fire; entrances to collective houses are small and narrow, causing more difficulties when a fire or explosion occurs.

From March 28 to April 4, the People's Committee of Nghia Tan Ward established and directed 2 interdisciplinary teams to conduct inspections and post-inspections of fire safety and rescue conditions for 110 multi-storey residential buildings, multi-apartment buildings, and individual houses combined with production and business in the ward under the management of the People's Committee of the ward. As a result, 108/110 facilities had violations that had not been resolved. Based on the above situation, the People's Committee of the ward issued a notice requesting the suspension of operations to correct the shortcomings and deficiencies in fire safety and rescue for facilities that did not meet the requirements.

Mr. Ta Truong Giang, Chairman of Nghia Tan People's Committee, Cau Giay District, said that in the implementation plan, Nghia Tan Ward especially noted two contents on "Recommending the implementation of contents on ensuring fire safety and rescue for multi-storey houses, multi-apartment houses, individual houses combined with production and business"; "Continuing to strengthen fire safety and rescue for multi-apartment houses, houses combined with production and business and rental houses in Nghia Tan Ward".

According to Lieutenant Colonel Nguyen Anh Duc, Chief of Nghia Tan Ward Police, the contents of the commitment instructions that people are required to implement from now until mid-June 2025 include: Strictly comply with the suspension of business activities when fire prevention and fighting and rescue conditions have not been remedied. Immediately deploy solutions and measures to ensure fire prevention and fighting and rescue safety. Have solutions to prevent fire from spreading between parking areas (motorbikes, bicycles, electric vehicles, etc.) and other living areas, stairs, elevators with brick walls, fireproof partitions, and suitable fireproof doors. Open the second emergency exits and maintain the exits along the stairs in the house. Equip fire warning systems and means at locations (automatic fire alarm systems; install local fire detectors, etc.). Strictly control and manage fire sources, heat sources, fire and heat generating equipment and tools (such as gas cylinders, gas stoves, incense burning, burning votive paper, etc.) to ensure fire safety during operation and use.
