On the morning of December 1, at the Provincial Youth Center, the Provincial Steering Committee for Crime Prevention and Control, Social Evils and Building a Movement for the Whole People to Protect National Security organized a rally and parade in response to the National Action Month for HIV/AIDS Prevention and Control and World AIDS Day 2023 with the theme "Creative Community - Determined to End the AIDS Epidemic by 2030".
The HIV/AIDS pandemic appeared in the world more than 40 years ago, the first case was recorded in Vietnam in 1990.
In Ninh Binh, the first case was discovered in 1995. Up to now, the HIV/AIDS epidemic is still complicated, with high risks if there are no appropriate prevention and intervention measures. The HIV infection rate is mainly among young people, including workers in industrial zones, students and some other groups. The cumulative number of people infected with HIV/AIDS in the province to date is 2,822, with 1,361 deaths, and 1,461 people infected with HIV/AIDS still alive.
With the strong direction of leaders at all levels, in which the Health sector plays a leading advisory role, along with the participation of departments, branches and organizations; with the support of both human and material resources from the Ministry of Health, the Department of HIV/AIDS Prevention and Control and international organizations, Ninh Binh has made efforts to comprehensively and effectively implement social solutions and medical technical expertise in HIV/AIDS prevention and control activities. HIV infection prevention measures have been widely deployed, thereby gradually controlling the HIV/AIDS epidemic in the province.
The results achieved are a reduction in stigma and discrimination against people living with HIV, a reduction in the number of new infections, and a reduction in the number of deaths related to HIV/AIDS. Currently, the HIV infection rate in the community is 0.14%; the rate of HIV infection from mother to child is reduced to 0.2% in the 5-year period of 2018 - 2023.
The three 95-95-95 goals that Ninh Binh province is aiming for by 2030 are: 95% of people living with HIV know their HIV status; 95% of people diagnosed with HIV are treated with ARV drugs and 95% of people treated with ARV drugs have a viral load below the suppression threshold. To date, Ninh Binh has achieved 81.2% of the first goal, 98.2% of the second goal and 98.8% of the third goal.
In 2023, Vietnam chose the theme of the National Action Month for HIV/AIDS Prevention and Control as "Creative Community - Determined to End AIDS by 2030" to remind that HIV/AIDS prevention and control requires the participation of the entire political system from the central to local levels, the entire community, and requires creative approaches because people's understanding of HIV/AIDS has changed a lot, the HIV epidemic situation, approaches and interventions related to HIV/AIDS prevention and treatment have also changed. This theme also wants to reaffirm Vietnam's determination to end the AIDS epidemic by 2030.
In response to the National Action Month for HIV/AIDS Prevention and Control and World AIDS Day 2023, the Provincial Steering Committee for Crime Prevention and Control and Building a Mass Movement to Protect National Security calls on the entire community to respond and actively participate in HIV/AIDS prevention and control activities.
After the rally, a parade took place on main roads in the province to convey the theme "Creative Community - Determined to end AIDS by 2030".
