This afternoon (September 17), the National Center for Hydro-Meteorological Forecasting said that the tropical depression in the East Sea is moving quickly and still has the potential to strengthen into a storm tonight and tonight.
Notably, the circulation ahead of the tropical depression/storm may cause showers and thunderstorms in the Central Central region on September 18. The time to respond to this tropical depression/storm is much shorter than that of storm No. 3 Yagi.

At 4 p.m., the center of the tropical depression was located in the eastern sea of the North East Sea, about 620 km east of the Hoang Sa archipelago. The strongest wind near the center of the tropical depression was level 7 (50-61 km/h), gusting to level 9; moving mainly west at a speed of about 25-30 km/h.
It is forecasted that in the next 24-48 hours, the tropical depression will likely strengthen into a storm, level 8-9, gusting to level 10-11.

In the next 48-72 hours, the storm is likely to change direction, moving West Northwest, about 10km per hour; intensity will change little.
Due to the impact of the storm, in the next 24 hours, the North East Sea area (including the Hoang Sa archipelago) will have strong winds of level 6-7, near the storm's eye level 8 (62-74km/h), gusting to level 10 (89-102km/h), waves 2-4m high, near the storm's eye 3-5m, rough seas.
In the next 24-48 hours, the warning of strong winds will expand to the sea area from Quang Binh to Quang Ngai, with waves from 2-3m high, and from 3-5m near the storm center.
Vessels operating in the above mentioned dangerous areas are susceptible to the impact of strong winds and large waves.
Many places across the country have heavy rain.
Also in this afternoon's bulletin, the meteorological agency forecasts that from this evening to the night of September 19, in the Central Highlands and the South, there will continue to be moderate rain, heavy rain and thunderstorms, locally very heavy rain with common rainfall of 40-90mm, locally over 150mm (rain concentrated in the afternoon and night).

In addition, from this evening to tomorrow (September 18), the Northern region will still have scattered showers and thunderstorms, locally heavy rain with rainfall from 10-30mm, locally over 50mm (rain concentrated in the evening, night and early morning). In the plains, from about September 20-22, there is a possibility of moderate rain, heavy rain, very heavy rain and thunderstorms in some places. From September 23, there will be showers and thunderstorms in some places.
From this evening to tomorrow noon, the North and Central Central regions will have rain, moderate rain and scattered thunderstorms, locally heavy to very heavy rain with rainfall from 15-40mm, locally over 80mm.
From this evening to tomorrow, the South Central region will have scattered showers and thunderstorms, locally heavy rain with rainfall from 10-30mm, locally over 70mm (rain concentrated in the afternoon and evening).
From September 20, heavy rain in the Central Highlands and the South tends to decrease.
The meteorological agency warns that from tomorrow evening until September 21, the North and Central Central regions are likely to experience widespread heavy rain with rainfall ranging from 100-300mm, with some places experiencing over 500mm.
Heavy rain and localized heavy rain can cause flooding in low-lying areas; flash floods in small rivers and streams, landslides on steep slopes. During thunderstorms, there is a possibility of tornadoes, lightning and strong gusts of wind.
