On the afternoon and evening of October 13, heavy rain caused a 72m road section through Nghi Phu commune (Vinh city) to be flooded like a river.

Roads in Vinh City such as Le Nin Avenue are deeply flooded whenever it rains, from Nguyen Sy Sach intersection to Le Hong Phong and Truong Thi roundabouts. Heavy rain causes water to drain slowly, only 30 minutes to 1 hour after the rain stops will the flooding be gone.

Localized and deep flooding not only causes traffic to stop but also seriously affects people's lives. Heavy rains cause flooding, forcing people in Vinh City to call for rescue vehicles to move through flooded roads.

In Ha Tinh: From the night of November 12 to noon of November 13, many places in Ha Tinh experienced heavy rain, some places had very heavy rain. Rainfall in the mountainous and coastal areas in the north was generally 50 - 100mm, some places over 100mm; in the coastal areas in the south it was generally 100 - 200mm, some places over 200mm.

Heavy rains caused deep flooding in many places such as Ha Tinh city, Can Loc district, and Loc Ha district. In particular, in Nghen town (Can Loc district), many roads were flooded, and National Highway 1A through this town had sections flooded from 0.2 to 0.3 meters, making it difficult for vehicles to move.

In response to heavy rain, four kindergartens in Nghen town and many schools in Can Loc district decided to let children stay home from school. Notably, heavy rain caused a 100m long wall of a school in Quang Loc commune (Can Loc) to collapse. Fortunately, the incident did not cause any casualties.

In Huong Son district, at around 4am on November 13, heavy rain caused a large amount of rock and soil from Nam mountain to collapse, blocking National Highway 8A, where Son Chau commune and Kim Hoa commune meet. Currently, the authorities have put up warning signs and regulated traffic in the landslide area.

Highway section through Hue - Da Nang seriously eroded

In Da Nang City: Heavy rain from the night of November 12 to the morning of November 13 caused some areas in Hoa Vang District to be partially flooded due to the rising water level of Tuy Loan River. The flooded areas were mainly in Hoa Phong and Hoa Nhon communes... with water levels ranging from 0.3 to 0.7 meters.

Also due to the rising water level of Tuy Loan River, the safe vegetable growing area of ​​Tuy Loan was flooded from 0.2m to nearly 1m, affecting many crop areas. Notably, the complicated rain caused landslides on 2 roads in Da Nang, namely La Nga Pass, Hoa Bac Commune, Hoa Vang District and the embankment on the La Son - Tuy Loan Expressway.

Specifically, on the morning of November 13, the La Nga Pass embankment (DT 601 road, Hoa Bac commune, Hoa Vang district, Da Nang) collapsed, causing rocks and trees to cover the road surface. Immediately afterwards, the Da Nang Traffic Construction Investment Project Management Board directed the force to bring excavators to the scene to clear the rocks and soil.

By noon on November 13, authorities had cleared all the landslide debris and rocks that had spilled onto the road, ensuring smooth traffic on Route 601.

According to Road Management Area III (Vietnam Road Administration), at the scene, thousands of cubic meters of rock and soil on the positive slope collapsed onto the road, affecting traffic.

Immediately after the incident, Road Management Area III (Vietnam Road Administration) directed forces and mobilized vehicles to the scene to clear and handle rocks and soil, ensuring conditions for vehicles to circulate.

A representative of Road Management Area III, Vietnam Road Administration, said that heavy rain caused landslides at Km46+300. The amount of landslides was not large but occurred continuously. At present, one lane of the road has been opened to traffic.

" We require the unit to gather equipment and machinery in areas at risk of landslides 24/7, and collect and handle landslides as they occur to ensure traffic safety, " said a representative of Road Management Area III.

The leader of the Ho Chi Minh Road Project Management Board (project investor) said that they are still discussing with relevant parties. For now, the management unit will carry out the clearance of rocks and soil to ensure traffic. After that, they will coordinate to review and evaluate in order to have specific solutions.

In Thua Thien - Hue: According to the forecast bulletin of the Thua Thien - Hue Hydrometeorological Station, from the night of November 12-17, there will be heavy rain, very heavy rain and scattered thunderstorms on the mainland of this province. Beware of tornadoes, lightning, hail and strong gusts of wind. Total rainfall is commonly 250-500mm, in some places over 800mm.

The sea off the coast of Thua Thien - Hue province has strong winds of level 6, sometimes level 7, gusting to level 8-9, rough seas. Waves are 2.5 - 4 meters high.

Faced with the complicated developments of floods and rains, from November 10, the Head of the Steering Committee for Natural Disaster Prevention and Search and Rescue of Thua Thien - Hue province ordered to maintain the flow of water flow regulation of Ta Trach reservoir through the spillway and turbine 250-700m3/s to continue to gradually lower the water level of the reservoir. Adjust and operate depending on the actual flow situation to the reservoir.

Along with that, Thua Thien - Hue province also requested to operate and regulate Binh Dien hydropower reservoir through spillway and turbine with gradually increasing flow, avoiding sudden changes of about 150-500m3/s. During this cold spell, the lowest temperature in the North will be 14-17 degrees Celsius, in the mountainous areas of the North it will be 11-14 degrees Celsius, in the high mountains it will be below 10 degrees Celsius, in Thanh Hoa and Nghe An it will be 17-19 degrees Celsius.

Under the influence of cold air, in the evening and night of November 13, Ha Tinh had moderate rain, heavy rain, some places had very heavy rain and thunderstorms with common rainfall of 30-60mm, some places over 100mm.

From the evening of November 13 to November 15, Thua Thien - Hue to Binh Dinh will have heavy rain, some places will have very heavy rain and thunderstorms with rainfall ranging from 150-300mm, some places will have over 500mm. Quang Binh, Quang Tri, Phu Yen, Khanh Hoa will have moderate rain, heavy rain, some places will have very heavy rain with rainfall ranging from 100-200mm, some places will have over 300mm.
