Tuition fees are waived for students in Hanoi until the end of junior high school.

"The city should have a policy to support and subsidize funding (including tuition fee exemption) up to the end of lower secondary school in public schools to provide basic education for all children in the city," suggested Professor Dr. Nguyen Quy Thanh, Rector of the University of Education, Vietnam National University, Hanoi.

At the first National Scientific Conference on Culture and Education in the Autumn, themed "70 Years of Culture and Education in the Capital - A Journey of Creation and Development," held on November 8th at Hanoi Metropolitan University, Professor Dr. Nguyen Quy Thanh, Rector of the University of Education, Vietnam National University, Hanoi, proposed: "The city of Hanoi should have a policy to support and subsidize funding (including tuition fee exemption) up to the end of lower secondary school in public schools to provide basic education for all children in the city."

This is also one of the recommendations on "Educational Innovation in Hanoi: 70 Years of Development: A Teacher's Perspective" by Prof. Dr. Nguyen Quy Thanh and Assoc. Prof. Dr. Nguyen Chi Thanh, Head of the Faculty of Education, University of Education, Vietnam National University, Hanoi.

According to Professor Thanh, Hanoi is the political, economic, and cultural center of the country, characterized by both natural and mechanical population growth. Professor Thanh proposed additional measures to develop education in the capital city, such as planning the education network based on quality and geographical stratification. Instead of planning based on administrative boundaries, a stratified quality plan combined with regional planning (e.g., inner city, suburbs, satellite cities) is needed to build appropriate educational facilities and ensure an adequate number of public schools in proportion to the population.

Besides merging some primary and secondary schools, attention should also be paid to developing a "teacher-to-teacher" model for specialized subjects. Particular attention should be paid to building, training, and developing "caregivers," proposing training programs and certification for caregivers, especially for children aged 0-3, in order to standardize the workforce and improve the quality of early childhood education.

To provide skills training according to the 2018 General Education Program for teachers in Hanoi and to ensure that Hanoi's education system lives up to its status, further investment in infrastructure, development of educational technology, and increased international cooperation in teacher training and professional development are needed.

The scientific conference themed "70 Years of Culture and Education in Hanoi - A Journey of Creation and Development," held at Hanoi Metropolitan University, aimed to create a forum for scientists, scholars, experts, managers, students, and others to exchange academic knowledge, network, and share experiences related to culture and education in the context of integration; and to summarize the cultural and educational achievements of Hanoi after 70 years since the liberation of the capital.

Speaking at the conference, Dr. Do Hong Cuong, Rector of Hanoi Metropolitan University, expressed: "The conference is not just a purely scientific event, but also a journey back, a meaningful meeting between people who love culture, are wholeheartedly dedicated to education, and wish to contribute to the sustainable development of the Capital and the country. This is also an expression of the sense of responsibility, heartfelt feelings, and precious sentiments of today's generation for the cause of building and developing the culture and education of the Capital - a journey of creation and development."

The workshop is one of the main activities in the series of events commemorating the 65th anniversary of the founding of Hanoi Capital University (January 6, 1959 - January 6, 2024) and the 10th anniversary of the establishment of Hanoi Capital University (December 31, 2014 - December 31, 2024).
