Clause 5, Article 37 of Circular 24/2023/TT-BCA stipulates the color and serial number of vehicle license plates of domestic agencies, organizations and individuals.
Specifically, the color of the license plate according to the identification code is specified as follows:
(1) Car license plates have a blue background, white letters and numbers, and the license plate series uses one of the following 11 letters: A, B, C, D, E, F, G, H, K, L, M, issued to vehicles of Party agencies; Office of the President; Office of the National Assembly and agencies of the National Assembly; Office of the National Assembly Delegation, People's Councils at all levels; Central Steering Committees; People's Public Security, People's Court, People's Procuracy; ministries, ministerial-level agencies, agencies under the Government; National Traffic Safety Committee; People's Committees at all levels and specialized agencies under the People's Committees at provincial and district levels; socio-political organizations (including the Vietnam Fatherland Front, Vietnam Trade Union, Ho Chi Minh Communist Youth Union, Vietnam Women's Union, Vietnam Veterans Association, Vietnam Farmers' Association); public service units, except for public driving training and testing centers; The project management board has the function of state management;
(2) Motorcycle license plates have a blue background, white letters and numbers, the license plate series uses one of the following 11 letters: A, B, C, D, E, F, G, H, K, L, M combined with a natural number from 1 to 9, issued to vehicles of subjects specified in section (1);
(3) Car license plates have a white background, black letters and numbers, and the license plate series uses one of the following 20 letters: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z issued to vehicles of domestic organizations and individuals, not subject to the provisions of section (1);
(4) Motorcycle license plates have a white background, black letters and numbers, and the license plate series uses one of the following 20 letters: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z combined with one of the 20 letters A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z issued to vehicles of domestic organizations and individuals, not subject to the provisions of section (1);
(5) Car license plates with yellow background, black letters and numbers issued to vehicles operating in the automobile transportation business, using one of the following 20 letters in turn: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z;
(6) License plates for cars and motorbikes have a yellow background, red letters and numbers, with the local registration symbol and two letters abbreviating the economic zone according to Government regulations;
(7) Some cases have their own serial number, including:
License plates with the symbol "CD" are issued to specialized cars, including specialized motorbikes of the People's Public Security force used for security purposes;
License plates with the symbol "KT" are issued to vehicles of military enterprises, at the request of the Department of Vehicles and Machinery;
License plates with the symbol “RM” are issued to trailers and semi-trailers;
License plate with symbol “MK” issued to tractors;
License plates with the symbol "TĐ" are issued to domestically manufactured and assembled vehicles, which are permitted by the Prime Minister for pilot implementation, including 4-wheeled motorized passenger vehicles and 4-wheeled motorized cargo vehicles;
License plates with the symbol “HC” are issued to cars with limited operating range;
Vehicles with similar structures to any other type of vehicle will be issued with the registration number of that type of vehicle.
The license plate color of the series shall comply with the provisions at Point a and Point c, Clause 5, Article 37, Circular 24/2023/TT-BCA.
