Quang Nam Front proposes many issues to promote the elimination of temporary housing

Yesterday, April 1, the Provincial Vietnam Fatherland Front Committee issued Official Letter No. 04 proposing a number of contents on the implementation of the work of eliminating temporary and dilapidated houses in the province. The recommendations were made based on the actual results of monitoring the implementation of the work of eliminating temporary and dilapidated houses since the beginning of the year.

Accordingly, for the Government, the Provincial Vietnam Fatherland Front Committee proposed to promptly provide sufficient counterpart funding from the central budget for components, programs, and projects related to housing support implemented from the Central Government.

At the same time, it is recommended that the Provincial Steering Committee for the Elimination of Temporary and Dilapidated Houses step up propaganda and mobilization work to attract more resources from society.

Continue to effectively direct the implementation of Plan No. 03, dated November 26, 2024 of the Provincial Steering Committee on organizing mass mobilization activities in supporting human resources to implement the program to eliminate temporary and dilapidated houses in the province.

Strengthen the Party's leadership in the work of eliminating temporary houses; it is necessary to thoroughly grasp and direct Party committees at all levels to be more resolute and focused on the work of eliminating temporary and dilapidated houses. It is necessary to direct the commune level to be proactive from now on with households in the area whose lists have been approved, not to be passive after the district-level organization is no longer available.

The Provincial Vietnam Fatherland Front Committee proposed that the Provincial People's Committee promptly issue regulations on lending from local budget capital entrusted through the Provincial Social Policy Bank so that poor districts can promptly implement them, creating favorable conditions for subjects to balance additional capital sources to ensure new construction and repair of houses.

Consider providing provincial budget advances to localities to ensure implementation funding in case the central government has not yet arranged it, and at the same time allow immediate use of counterpart resources from the provincial budget that have been arranged for localities so that localities can proactively implement with households that have been approved from central government programs.

Direct the Department of Agriculture and Environment and the Department of Finance to review the number of houses and actual funding needs to be allocated, to avoid duplication, excess or lack of resources as is currently the case.

For cases where there is no consensus on renovation or repair after many campaigns due to circumstances or land issues, it is recommended that the Provincial People's Committee direct the removal from the approved list.

At the same time, allow localities to continue reviewing and supplementing other eligible cases (if any). This must be completed before April 30, 2025 and ensure that the number of additional adjustments does not exceed the total number of newly built and repaired houses approved in each district. For households in the planning area for implementing projects that cannot be built, the Provincial People's Committee is requested to provide specific instructions.
