The Chairman of the Board of Directors of Van Lang University has just decided to dismiss Dr. Le Minh Thanh from the position of Head of the Faculty of Tourism because his doctorate has not been recognized in Vietnam.
It is known that Mr. Thanh was awarded a doctorate by SMC University (Switzerland) in 2017. Mr. Thanh said that he completed the procedures to recognize the degree immediately after that. However, to date, Mr. Thanh's foreign doctorate has not been recognized.
Form of recognition of diplomas issued by foreign educational institutions in Circular 13/2021 of the Ministry of Education and Training
In fact, a representative of the Department of Quality Management of the Ministry of Education and Training (the agency that recognizes diplomas) said that this unit had never received Mr. Thanh's application.
In Circular 13 of 2021, the Ministry of Education and Training has specific regulations on the conditions, order, procedures, and authority to recognize diplomas issued by foreign educational institutions for use in Vietnam.
According to Circular 13, within 20 working days, the competent authority that recognizes the diploma is responsible for returning the diploma recognition result to the person requesting the diploma recognition.
In case it is necessary to verify information about the diploma from a foreign educational institution or foreign authentication unit, the deadline for returning the diploma recognition result shall not exceed 45 working days from the date of receiving the diploma recognition application.
Conditions for diploma recognition
Also according to Circular 13, a degree granted by a foreign educational institution is recognized when the educational program has a study and research period that is consistent with the framework of the national education system of Vietnam and meets one of two conditions.
One is that the educational program is assessed by the educational quality assessment organization of the country where the foreign educational institution is headquartered to assess the quality corresponding to the training form.
Second, the foreign educational institution is permitted by the competent educational authority of the country where the educational institution is headquartered to provide training and grant degrees, or has had its quality assessed by an educational quality assessment organization of the country where the foreign educational institution is headquartered.
In addition, a diploma issued by a foreign educational institution operating in another country where the educational institution has its headquarters (including Vietnam) is recognized when that educational institution is permitted by the competent educational authorities of the two countries to open a branch, to provide training or to approve cooperation and joint training; to conduct training activities under a license and to satisfy the two conditions above.
For degrees granted by foreign educational institutions to learners in the form of online training or combined direct and online training, they are recognized when they meet the regulation that "the educational program is assessed by an educational quality assessment organization of the country where the foreign educational institution has its headquarters to assess the quality corresponding to the training form".
At the same time, one of two conditions must be met: the training program must be licensed by the Ministry of Education and Training to be trained in Vietnam when the learner resides and studies in Vietnam, or the training program must be licensed by the competent educational authority of the country where the training is organized when the learner resides and studies in that country.
The Director of the Department of Quality Management under the Ministry of Education and Training will recognize bachelor's, master's, doctoral degrees and equivalent qualifications.
Meanwhile, the director of the Department of Education and Training recognizes junior high school and high school diplomas and certificates of completion of general education programs.
