Many important traffic routes in Loc Ha (Ha Tinh) have been upgraded with large sums of money but are still under construction due to land acquisition problems, causing public outrage.

Nguyen Van Giai Street was "broken" 51m because it was impossible to clear the land for Con Dai cemetery.

Nearly a month ago, Mr. NQC (born 2001) in Thach Kim commune died while driving on Nguyen Van Giai street, a section of road that was abandoned due to land issues in Xuan Hai residential area, Loc Ha town.

Through inspection of the scene and camera footage, it was found that because the road was bumpy and unusually curvy at night (at 2:40 a.m.), the victim crashed into a tree next to the cemetery (the site had not been cleared yet), was thrown off the motorbike, and died.

Mr. Nguyen Thach Ngoc (Loc Ha town) reflected: "This route has been put into use for 3 years now, but the section through Con Dai cemetery has not yet been cleared to open the route. This not only affects the aesthetics and quality of the project but also poses potential accidents, especially for strangers and people participating in traffic at night, in the rain and wind... In fact, at this unfinished construction site, many unfortunate accidents have occurred, so we request that all levels and sectors promptly remedy the situation."

Nguyen Van Giai Street is the final section of the Phu Luu - Thach Bang rescue road project. This traffic artery has a total length of 6.5km, an investment of 128 billion VND, invested by the People's Committee of Loc Ha district, started construction in May 2020 and was put into use at the end of 2021. However, due to the remaining 51m of land at Con Dai cemetery (with 6 graves of 1 household and 145 graves of Trung Nghia parish previously exhumed from elsewhere), this beautiful 4-lane asphalt road is still interrupted.

Fatal accident in the early morning of August 20 on the road under construction due to Con Dai cemetery.

Mr. Tran Quoc Tuan - Vice Chairman of the Compensation and Site Clearance Council of Loc Ha district informed: "To implement the Phu Luu - Thach Bang rescue road project, we have submitted for appraisal and approval 16 compensation plans for 491 families, individuals and organizations with a total amount of nearly 32 billion VND. Particularly for the section passing through Con Dai cemetery, the District People's Committee issued Decision No. 5985/QD-UBND dated December 31, 2020 approving compensation and support for the relocation of 155 graves with an amount of more than 799 million VND, but currently there are 151 graves that have not been relocated".

“In the past, the entire political system has coordinated and directly worked with the Trung Nghia parish council many times to persuade households to receive money, move graves, and hand over the land. However, the parish only agreed to receive compensation, not to move graves to the district cemetery in Thinh Loc commune as prescribed, but requested to expand the land of Con Dai cemetery. This is not in line with the town's planning and this cemetery has been closed for many years so it cannot be implemented. To solve the problem, the district is finalizing the implementation plan to seek opinions from relevant departments and branches,” Mr. Tran Quoc Tuan added.

Thach Kenh - Hong Loc road has land issues and construction is interrupted, causing both people on both sides of the road and traffic participants passing through Bac Kinh village (Ich Hau commune) to suffer, be inconvenienced, and be unsafe.

The Thach Kenh - Hong Loc route is nearly 6km long, approved by the Provincial People's Committee in September 2020 with a total investment of nearly 50 billion VND, expected to be completed and handed over for use in the second quarter of 2023, but is still unfinished due to land clearance problems. Accordingly, this route affects 248 households in Ich Hau and Hong Loc communes, of which 96 households are affected by agricultural land and 152 households are affected by residential land.

According to the initial approved compensation plan for site clearance (2020), this project was only allocated 3.5 billion VND, but when re-counted, combined with the land price at the time of construction (2022 and 2023) increased dramatically, leading to the actual payment amounting to more than 27 billion VND.

Due to problems with site clearance, the Thach Kenh - Hong Loc road is behind schedule, currently only 3.2 km/6 km of construction has been completed, mainly the sections outside the residential area (compensation for agricultural land has been completed); the remaining 5 sections in the residential area are still stuck with site clearance and construction is interrupted. This has greatly affected traffic, transportation, daily life, living environment, safety... of people in the surrounding area. In particular, the locations that cannot be constructed in Kinh Bac village (Ich Hau commune) are the most alarming because this is the main traffic artery passing through the commune center, with a large population, a market, passing through the committee headquarters and 4 schools.

Mr. Tran Quoc Tuan added: “To clear the land in residential areas, on June 22, 2023, the Department of Finance issued Document No. 2617/STC-TCĐT on giving opinions on the capital source to adjust the project "Upgrading and expanding the road from Thach Kenh to Hong Loc". Accordingly, the plan to use increased revenue sources, save provincial budget expenditures in 2021, 2022 and the expected period of 2023-2025 to arrange capital sources. After consulting with the Standing Committee of the Provincial People's Council, on August 11, the Provincial People's Committee decided to arrange sufficient resources for site clearance. Currently, relevant departments, localities and units are urgently preparing, waiting for the money to be transferred to implement the payment".

Due to site clearance problems in Lien Giang village (Thach My commune), contractors of the Thach My - Thach Son road project had to stop construction for many months, even though they had adequate human resources, machinery, materials, funding, etc.

In addition to the two important routes above, due to various reasons, currently, in Loc Ha, there are many routes under construction that are interrupted because the land cannot be cleared, such as: Thach My - Thach Son road (through Thach My commune); JIKA road phase 2 (connecting from Mu Vuong bridge to National Highway 15B, passing through Mai Phu commune); coastal tourism infrastructure road (Thinh Loc commune); road to Thach Bang industrial cluster (Loc Ha town...).

Currently, investors, localities, departments, and construction units are continuing to propagate, mobilize, review the situation, and adjust implementation plans to remove obstacles, continue construction, and soon complete the projects.
