Impersonating police unit, running fraudulent ads on Facebook

In recent days, some Facebook users in Vietnam have reported seeing advertisements from a fanpage called "Department of Cyber ​​Security and CNC Crime Prevention - Ministry of Public Security" posting content calling for joint efforts to prevent cybercrime, advising people to contact this page with images of the ministry's leaders. However, through Thanh Nien 's investigation, this is a scam created by some people behind it and running ads to reach victims.

Specifically, the fake fanpages (using the stated name or similar, intentionally confusing) were mostly created in December 2023, using avatars and cover pages related to police units. The fanpage information section uses the address of the Ministry of Public Security, attaching a link (inaccessible), however, the contact email section has the suffix "gmail" (Google's free email service).

A scam fanpage recently appeared running ads to find "prey" on Facebook.

They continuously post articles about fraud warnings from mainstream media as well as share instructions on how to identify fraud to create trust when "prey" access the fanpage to verify information. Images of leaders of ministries and units under the Ministry of Public Security are also used for this purpose. In the comment section, the fanpage owner has hidden everything to cover up the fact that some sober users have reported it.

When accessing the fanpage's ad library, users can see campaigns running on the Facebook platform, with content such as "If you know you have been scammed, quickly get evidence and contact us immediately. We will have staff ready to provide emergency support". In the image used in the ad, the content "Minister of Public Security prevents cybercrime" is intentionally misspelled and misspelled to bypass automatic censorship tools, avoid copyright scanning or sensitive content.

According to those who are knowledgeable about Facebook, the above fanpages were created by normal users and ran advertising campaigns. There is enough basis to conclude that the pages are fake and were created to scam people, such as misspellings, newly created, posting continuously, and using free email addresses/personal mobile phone numbers.

"When users see such fanpages, they should not contact them because the crooks behind them have prepared a scenario to extract personal information, not excluding sensitive data such as bank accounts. They systematically lead the victim's psychology to create trust with the sole purpose of fraud," an expert warned. In addition, the subject behind them can also lure victims into installing malware disguised as applications of organizations and government agencies on their personal devices, then take control of the device to steal information and finances.

Recently, the situation of fraudulent advertising, gambling, betting, and pornography on Facebook has become increasingly explosive. Many contents that are not suitable for users' ages are also openly displayed. More seriously, pornographic videos always have thousands, even tens of thousands of live views.

Despite many complaints from users and the Vietnamese media, the world's largest social network seems to be "loose" in managing content and advertising, or using ineffective blocking measures. Many people said that their personal pages continuously display offensive ads that are not related to their needs, while clicking Report Bad for this content is "hopeless" and shows no sign of stopping.
