Impersonating a colonel of the Criminal Police Department to defraud and appropriate billions of dong

On May 21, Ho Chi Minh City Police issued a wanted notice for Tran Minh Hieu (born in 1975, residing in Dong Nai province) for the crime of "Fraudulent appropriation of property".

Previously, Hieu impersonated a police officer working at the Criminal Police Department (C02), Ministry of Public Security with the rank of colonel. Hieu told some people that he was about to be promoted to the rank of major general.

During this time, Hieu received the money and promised to help with the procedures for dividing the land plot and changing the land use purpose for Ms. P. in An Phu Dong Ward (District 12, Ho Chi Minh City). Trusting the words of "Colonel Hieu", Ms. P. gave this person billions of dong. However, after receiving the money, Hieu did not do anything but spent it. Ms. P. later discovered it and reported it to the police.

Through investigation, the police determined that Hieu had a criminal record for "fraudulent appropriation of property". After that, Ho Chi Minh City Police prosecuted the defendant and issued an order to temporarily detain Hieu for the above crime.

On May 8, Ho Chi Minh City Police and Long Thanh District Police, Dong Nai Province executed the decision to arrest suspect Hieu. However, Hieu was not present in the area and no one knew where he went.

To assist in the arrest of the suspect and the resolution of the case, the Ho Chi Minh City Police Department has announced a wanted notice for Hieu. The police also requested that Hieu surrender to enjoy leniency. People who discover Hieu have the right to arrest and take him to the nearest police or authorities; report to the nearest police agency, or contact the Ho Chi Minh City Police Department at 268 Tran Hung Dao Street (Nguyen Cu Trinh Ward, District 1).
