Vice Chairman of the Ho Chi Minh City People's Committee Duong Anh Duc has just signed to approve the project to deploy out-of-hospital emergency care in Ho Chi Minh City in a professional manner in the period of 2030 and the next period to meet the needs of improving quality and diversifying types of emergency care.
This is a project that the Ho Chi Minh City health sector has been pursuing for many years, especially since mid-2023, the unit has proactively sought widespread opinions from departments and branches and submitted a report to the City People's Committee for consideration.
In addition to upgrading and investing in existing facilities, this project has many breakthroughs such as building a new 115 Emergency Center in Tan Kien Commune (Binh Chanh), forming a system of 115 Emergency Center clusters in the central area and Thu Duc City.
In particular, add air and water emergency centers.
Speaking to Tuoi Tre Online after the project was approved, Mr. Nguyen Duy Long - director of the 115 Emergency Center - shared that this is good news for the medical sector and foreign emergency forces.
He shared more clearly about the scale and functions of these centers.
115 Emergency Center Tan Kien cluster:
Covering an area of 10,700m², located in Tan Kien specialized medical cluster. According to Mr. Long, this will be the command center of the outpatient emergency system with spacious, modern infrastructure designed to suit a professional emergency center.
There will be a training area for paramedics; a supply area for medical supplies and equipment; a dedicated warranty and maintenance area for ambulances. There will also be a call center to provide on-site treatment advice to people and coordinate emergency teams (dispatchers).
Doctor Long said that when formed, this center, together with the 115 satellite emergency stations and hospitals in the area, will ensure to meet the emergency needs of people in Binh Tan district, district 6, district 8 and Binh Chanh district.
To operate, the center is equipped with 15 specialized ambulances, 5 motorcycle ambulances with an expected workforce of 99 people.
115 Emergency Center Cluster Center:
Located at the existing facility in District 10, responsible for emergency response in the central area of the city, while ensuring readiness to respond to emergency situations in key areas including the City People's Committee and traffic works, festivals, political , economic, cultural and tourist events in the area.
The center is equipped with 10 specialized ambulances, 10 motorcycle ambulances with an expected workforce of 69 people. Doctor Long said that this center, together with the 115 satellite emergency stations and hospitals in the area, will ensure to meet the emergency needs of people in districts 1, 3, 4, 5, 7, 10, and 11.
115 Emergency Center Thu Duc cluster:
Located on a 29,000m² plot of land in Thanh My Loi Ward, Thu Duc City, it is responsible for receiving calls and coordinating emergency medical services in the Thu Duc City area. In addition, this center is also a backup facility for information technology infrastructure, ensuring network security for the main facility when emergency situations occur.
The center is equipped with 7 specialized ambulances, 5 motorcycle ambulances with an expected staff of 51 people.
115 Aviation Emergency Center:
Located at the campus of Military Hospital 175 , together with Military Hospital 175 and the Southern Helicopter Company (Army Corps 18), it is responsible for providing emergency air transport for people in Ho Chi Minh City and the Southern region.
The center is equipped with a helicopter ambulance, 17 specialized ambulances and 5 motorcycle ambulances with an expected staff of 111 people.
In addition to developing air ambulance, this center will work with the 115 satellite emergency stations and hospitals in the area to ensure meeting the emergency needs of people in districts including: 12, Go Vap, Phu Nhuan, Binh Thanh, Tan Binh, Tan Phu, Hoc Mon and Cu Chi.
115 Waterway Emergency Center:
Located in the premises of the Can Gio District Anesthesia Center (old), responsible for the emergency response mission of the Can Gio district area and developing a water rescue model.
According to Dr. Long, the 115 Waterway Emergency Center will work with the City Border Guard, City Police, satellite emergency stations and hospitals in the area to ensure emergency response for people in Can Gio and Nha Be districts. At the same time, it will provide emergency care by waterway for people in Ho Chi Minh City and neighboring provinces.
Two phases of developing the out-of-hospital emergency network
Regarding the implementation time, the project is divided into 2 phases. In which, the phase from 2023-2026 will prioritize the establishment and implementation of the 115 Emergency Center in Tan Kien cluster, the 115 Air Emergency Station and the 115 Water Emergency Station.
During this time, continue to develop the activities of the 115 Emergency Center cluster in District 10.
Phase 2 from 2026-2030 will establish the 115 Emergency Center in Thu Duc cluster and complete the operation of the 115 Waterway Emergency Station.
