Ly Nhan promotes movement to eliminate temporary and unsafe houses

Mobilizing the participation of the whole society

On March 10, 2025, the People's Committee of Ly Nhan district issued a plan to eliminate temporary and dilapidated houses in the area, aiming to complete the program by October 30, 2025. To implement this plan, the Steering Committee for the elimination of temporary and dilapidated houses in Ly Nhan district requested all levels and sectors to follow the motto "Party leadership, State management, Fatherland Front and mass organizations support, people are the masters", diversifying the methods to best mobilize participating resources. After the conference to launch the campaign to eliminate temporary and dilapidated houses, the Standing Committee of the District Fatherland Front Committee received over 400 million VND in support from cadres, civil servants, public employees, armed forces, organizations, individuals, and businesses inside and outside the district. According to comrade Bui Van Hoang, Secretary of the District Party Committee, Head of the Steering Committee for the elimination of temporary and dilapidated houses in Ly Nhan district, identifying housing support for people with meritorious services to the revolution, poor households, and near-poor households as an important political task of all levels, sectors, and localities, the district has focused on leading, directing, and organizing the synchronous and effective implementation of solutions with high determination, great efforts, and drastic actions. Thereby, creating social consensus for everyone to support, share, and share responsibility.

Construction of a house for a household with housing difficulties started in Phu Phuc commune (Ly Nhan).

According to the results of the review of the need for support to eliminate temporary and dilapidated houses in communes and towns, in the district there are 165 houses of NCC households, poor and near-poor households in need of repair and new construction. In addition to the allocated budget and support according to Resolution 34/NQ-HDND dated March 20, 2025 of the Provincial People's Council on financial support to build new houses for NCC with the revolution and relatives of martyrs, poor and near-poor households to eliminate temporary and unsafe houses in 2025 in Ha Nam province is 4,080 million VND, Ly Nhan mobilized other resources in society to implement. With the State support level for each newly built house is 100 million VND (of which the central budget is 60 million VND, the local budget is 40 million VND); the repair support level is 30 million VND/house. To complete the house, households need additional support from other sources. Therefore, Ly Nhan district has stepped up propaganda and mobilized all classes of people and the whole society to join hands and contribute to the movement so that the program can be completed soon.

Where it's done, there's fun

Prioritizing the demolition of temporary houses for especially difficult cases was directed by the Steering Committee of Ly Nhan district to be implemented early. As of April 11, the entire district had implemented the program of building and repairing 127 houses, including 55/75 NCC households (26 newly built households, 29 repaired households); 72/90 poor and near-poor households (52 newly built households, 20 repaired households). As one of the many households that have completed the construction of a new house, Ms. Doan Thi Don, born in 1948 (NCC with the revolution), Yen Trach village, Bac Ly commune, expressed her joy. Ms. Doan Thi Don said: Thanks to support from the program of eliminating temporary houses and unsafe houses of the district, on January 10, 2025, the family demolished the old, degraded and damaged house to build a new one. With the support money from the State, combined with the family's savings... the house has now been completed. Without the support money, I would not have been able to have this house. I am old, living alone in a dilapidated, leaky house, my children and grandchildren near and far always feel uneasy about me. But the conditions to build a new house are not there, so I am very happy to receive this attention and support from the State!

The Steering Committee for Eliminating Temporary and Dilapidated Houses in Ly Nhan District held its second meeting.

Bac Ly commune has 11 NCC households and 2 poor and near-poor households receiving housing support under the program. Up to now, the commune has had 5 households (repaired and newly built) completed. Comrade Le Thi Mai Chung, Secretary of the Bac Ly commune Party Committee, said: Immediately after receiving instructions from superiors, the commune has stepped up propaganda work on the Party and State's policies on eliminating temporary and unsafe houses, organizing screening, making a list of beneficiaries... Up to now, all eligible households have been supported and will complete the repair and construction of new houses in a short time. Thanks to good propaganda and mobilization work, the program to eliminate temporary and unsafe houses in the commune has received high consensus from the Party Committee, government, people... mobilizing the joint efforts of families and clans. The important thing is that we have grasped the thoughts of the beneficiaries, and carried out the screening closely. As soon as it is done, we are happy...

With the current progress, Ly Nhan district is expected to complete the program of eliminating temporary and unsafe houses in 2025 ahead of schedule. However, according to the report of the district Steering Committee, the implementation process has also encountered difficulties and problems. Accordingly, the review process, direction and implementation in some localities are not thorough and not close to reality, so there are changes in demand (adjustment from repair to new construction and vice versa), additions, adjustments, increases and decreases in the list, so the data reported at each time is inconsistent. Some households registered for repair but when dismantling, the house was completely damaged and could not be used, so they registered for new construction, making it difficult to summarize the report to the Provincial People's Committee. Many households registered for new construction and repair but had difficulties with land because the land planned for construction was not owned by the owner and procedures had not been completed...

In order to gradually overcome difficulties, the District Steering Committee requested the Steering Committees of communes and towns to effectively inspect, supervise and urge the implementation of housing support policies according to the program, creating a movement of profound social significance, contributing to promoting social security work in the district. This is the stage when localities are rearranging commune-level administrative units, the workload is large, the task requirements for cadres and civil servants are large, but the program to eliminate temporary and unsafe houses must still be deployed and implemented effectively, bringing practical benefits to the people, ensuring the meaning and goals of the movement.
