Why Russia and the US did not issue a joint statement after the negotiations, Washington announced the results

After 12 hours of talks in the Saudi Arabian capital Riyadh, Russia and the United States reached an agreement to ensure maritime safety in the Black Sea.

On March 25, Interfax news agency quoted Russian Senator Vladimir Chizhov as saying that Russia and the US did not adopt a joint statement after the day-long negotiations on March 24 due to Ukraine's stance.

US and Russian officials have focused on a small proposal for a maritime ceasefire between Kiev and Moscow, part of a diplomatic effort that Washington hopes will help pave the way for larger peace talks.

Speaking on state television channel Rossiya-24 , Senator Chizhov assessed: "The fact that they sat together for 12 hours and apparently agreed on a joint statement, but in the end it was not adopted due to Ukraine's position is very common and noteworthy."

On the US side, on March 25, the White House announced the results of the negotiations, stating: "The US and Russia have agreed to ensure maritime safety, eliminate the use of force and prevent the use of commercial ships for military purposes in the Black Sea."

Washington will also help Moscow restore access to global markets for its agricultural and fertilizer exports, reduce the cost of marine insurance, and improve access to ports and payment systems for these transactions.

Regarding the fighting situation in Ukraine, Washington pledged to continue promoting dialogue between Moscow and Kiev to reach a peaceful solution.

"The killing of both sides in the Russia-Ukraine conflict must end, as this is a necessary step to achieving a lasting peace agreement," the White House statement said.

Accordingly, the US and Russia have agreed to develop measures to implement the agreement between the two countries' leaders on prohibiting attacks on Russian and Ukrainian energy infrastructure.

In a separate statement, the Kremlin said Moscow and Washington had agreed on a list of Russian and Ukrainian facilities that would be subject to restrictions on strikes.

The list includes: oil refineries, oil and gas pipelines and storage facilities, including pumping stations, electricity generation and transmission infrastructure, such as power plants, substations, transformers and distribution systems, nuclear power plants, and hydroelectric dams, the Kremlin's Telegram app said in a statement.
