On July 16, at the 18th session of the Dong Nai Provincial People's Council, Mr. Nguyen Huu Nguyen, Director of the Department of Planning and Investment of Dong Nai province, presented a draft resolution to adjust and supplement the public investment plan for a series of projects in the province in 2024.
According to the Department's leaders, in 2024, Dong Nai province is implementing 16 key projects.
Dong Nai is currently the construction site of a series of major transportation projects.
These include many large projects such as Nhon Trach district inter-port road, Ho Chi Minh City Ring Road 3, Bien Hoa - Vung Tau Expressway component 1 project, compensation for site clearance of Bien Hoa - Vung Tau Expressway component 2 project, Dong Nai river embankment, Dong Nai riverside road, Bien Hoa city central axis road... These projects are allocated large public investment capital in 2024, however, after half a year, the number of projects disbursed is still low compared to the plan.
Explaining the low disbursement rate of public investment capital in the province, Mr. Nguyen said there were many reasons. Specifically, the project of land acquisition, compensation, support, and resettlement of Long Thanh airport was allocated 2,510 billion VND, but due to procedural problems, the project disbursement progress was slow.
Many projects with new capital arrangements are in the design, construction and cost estimation stages, so the amount of consulting fees to be paid is not much. In addition, some projects are still counting and determining the origin of the land, so according to the schedule, the compensation plan and capital disbursement will not be approved until the third quarter.
"The main reason is the difficulty in compensation and site clearance. The objective reasons include the time-consuming work of measuring, counting, and determining the origin of the land. Many households have transferred the land by hand and have not agreed with the compensation price, so they have complained. The lack of sources of earth and dumping sites also affects the construction," Mr. Nguyen explained.

To accelerate public investment disbursement, Dong Nai province has established a Steering Group for key projects. This group regularly monitors and urges investors to implement projects to disburse according to plan and schedule, without causing outstanding debts. Project management boards, investors, districts and cities also signed emulation agreements, committing to a disbursement rate of at least 95% of the plan in 2024.
Most recently, Dong Nai has implemented a 30-day and night compensation and site clearance plan for local highway and major road projects for two consecutive months. Thanks to this, more land has been handed over, project progress has been accelerated, and disbursement in June and July has also improved.
The disbursement rate of the Bien Hoa city central axis road project with Thong Nhat bridge reached nearly 32%.
Functional units, localities, Project Management Boards, and contractors also focused on increasing personnel to clear the site, carry out construction, and speed up project progress to increase disbursement. "In particular, Bien Hoa - Vung Tau Expressway, Ho Chi Minh City Ring Road 3, Cai River Road, Dong Nai River Road, Bien Hoa City Central Road... During this period, more sites were handed over, and the disbursement rate increased and there was a change," said Mr. Nguyen.
