
On the morning of November 7, at the National Assembly House, under the chairmanship and direction of National Assembly Chairman Vuong Dinh Hue, the National Assembly continued to conduct a question-and-answer session on the internal affairs and justice sectors, including issues related to the judiciary; internal affairs; security, order, and social safety; inspection; courts; prosecution; and audit.
At the question and answer session, many delegates expressed their opinions on the field of Home Affairs, especially the content related to salary reform policy.

Responding to delegates' opinions on building job positions to prepare for salary reform in particular, and for management, restructuring, quality improvement, and defining public service careers in general, Minister of Home Affairs Pham Thi Thanh Tra said this is a very important task.
First of all, to reform wages, at this time, we have completed the list of job positions. From 2016 to now, basically ministries, branches and localities have built job positions; however, it has not been completed, not ensured in a complete, scientific and fundamental manner.

Implementing Decree No. 62 and Decree No. 106 of the Government, agencies are about to complete all contents; thereby, ensuring synchronous and comprehensive implementation in the State administrative system.
However, for agencies belonging to the Party, Fatherland Front, and socio-political organizations, unified direction is needed to ensure synchronization in the political system.
For the National Assembly, the Delegation Work Committee will carry out this work, ensuring that the construction of job positions to implement salary payment according to job positions can meet the spirit of implementing the salary reform policy.

At the same time, regarding teachers' salaries, Minister of Home Affairs Pham Thi Thanh Tra said that in implementing salary reform policies, the Party's viewpoint that teachers' salaries are prioritized to be placed on the highest salary scale in the administrative career system is very consistent.
First of all, we need to look at it as a whole. The total income of teachers currently includes salaries and wages according to professional titles and salary allowances. However, due to its specific nature, it is still low.
Therefore, the Minister said that in the coming time, when implementing salary policies, the Ministry of Home Affairs will base on Resolution 27, especially thoroughly grasp the spirit of Resolution 29 of the Central Executive Committee, that is, teachers' salaries are given priority according to the highest salary scale and table in the administrative career system.

Accordingly, the Ministry of Home Affairs will coordinate with the Ministry of Education and Training to review regulations on salaries, especially new salaries and the expected highest preferential allowances for teachers, to submit to competent authorities for consideration and decision.
