On November 20, discussing the draft Law on Teachers at the meeting hall, National Assembly delegate Duong Khac Mai (Dak Nong delegation) agreed with the regulation that teachers' salaries are ranked highest in the administrative career salary scale system, as proposed in the draft law.
According to Mr. Duong Khac Mai, the regulation aims to remove difficulties for teachers and the specific nature of their profession. In order for the policy to be effectively implemented, delegates suggested that the highest salary in the salary scale system must go hand in hand with the quality of teachers.

According to delegate Duong Khac Mai, the quality of the teaching staff is important and key to improving the quality of education, a decisive factor in the development of high-quality human resources, human development, meeting the requirements of industrialization, modernization and international integration.
In recent times, the vast majority of teachers have very good qualifications, moral capacity, and qualities, but there are still some teachers, including management staff, who violate professional ethics, causing sad stories to happen that must be dealt with.
Therefore, delegate Mai said that the implementation of a special salary policy requires regulations to improve the quality of the teaching staff, gradually building a team of teachers who are truly good at their profession, fully meeting the regulations on teachers' ethics, and being dedicated to their responsibilities.
Also related to salary policy, delegate Thach Phuoc Binh (Tra Vinh delegation) said that the regulation that teachers' salaries are ranked highest in the administrative salary scale and grade system is not clear, leading to different understandings and applications. He also assessed that the current preferential allowances are not attractive enough, especially for teachers working in remote areas with difficult socio-economic conditions.
Delegate Thach Phuoc Binh emphasized that the priority given to teachers in specific professions lacks a specific mechanism on the level of priority, making it difficult to implement the policy consistently. As a result, teachers do not feel assured about their income, especially in disadvantaged areas, leading to a shortage of teachers in these areas.
Therefore, the delegate of Tra Vinh delegation proposed to build a separate salary scale for teachers, ensuring a clearly higher salary level than other sectors in the administrative sector. Increase preferential allowances for professions, especially in difficult areas. Clearly define the priority level and implementation mechanism for teachers in specific professions, ensuring fairness and efficiency.
Participating in the discussion, delegate Pham Thi Minh Hue (Soc Trang delegation) emphasized that the draft Law on Teachers has paid attention to core issues on rights and policies for teachers, especially the regime and policies to support attracting teachers stipulated in Articles 28 and 29 of the draft law.
However, to make the policies and regimes more feasible, delegates suggested that it is necessary to clarify the differences between subsidy regimes according to the nature of work and by region. At the same time, it is necessary to assess the impact of resources to ensure the implementation of these policies.
