As Minister of Home Affairs Pham Thi Thanh Tra said, in the context of not having enough conditions to abolish the current basic salary and salary coefficient (new salary tables and allowances have not been implemented), the Politburo agreed in principle to let the Government report to the National Assembly to allow the implementation of the solution to increase public sector salaries from July 1, 2024.

Specifically, the Government proposed to increase the basic salary by 30% (from the current VND 1.8 million to VND 2.34 million/month) for all salary recipients and beneficiaries of policies related to the basic salary from the State budget.

Thus, civil servant salaries from July 1 will still apply the formula: Basic salary x Salary coefficient .

Civil servant with highest salary 23.4 million VND/month

According to the current salary table, the salary of civil servants holding the title of senior expert is the highest, equivalent to the salary of a minister.

Specifically, the salary of senior experts has 3 salary coefficients of 8.80, 9.40 and 10.00 corresponding to 3 salary levels: 20,592 million (increase of nearly 5 million), 21,996 million (increase of more than 5 million) and 23.4 million VND (increase of 5.4 million).

The salary for this position does not apply to those holding leadership positions (elected, appointed) in the fields of politics, administration, economics, science - technology, education, health, culture - arts.

The salaries of the remaining officials and civil servants are divided into grades: A3, A2, A1, A0, B and C.

In which, the A3 civil servant group has 2 groups .

Group 1 has the highest salary coefficient of 8.00, from 1/7 the salary will increase from 14.4 million to 18.72 million (increase of 4.32 million VND).

The civil servant with the lowest coefficient in this group has a salary coefficient of 6.20, corresponding to a salary of 14,508 million (an increase of 3,348 million VND).

Civil servants of grade A3 group 1 include those holding the following positions: Senior specialist; senior inspector; senior tax controller; senior auditor; senior bank controller; senior customs inspector; senior accountant; senior market controller; senior statistician; senior product and goods quality controller; senior enforcement officer (civil enforcement); senior examiner (civil enforcement); senior tax inspector.

Group 2 of the A3 civil servant category has a salary coefficient of 5.75 - 7.55 with a corresponding salary of 13,455 - 17,667 million VND/month. Civil servants in this group include senior accountants; senior animal and plant quarantine officers.

Civil servants of grade A2 are also divided into 2 groups.

Group 1 has a salary coefficient from 4.4 - 6.78 corresponding to a salary of 10,296 - 15,8652 million VND/month.

Civil servants in this group include: Chief specialist; provincial and municipal enforcement officers; chief inspector; chief tax controller; chief auditor; chief bank controller; chief customs inspector; chief accountant; chief market controller; chief statistician, chief product and goods quality controller; intermediate enforcement officer (civil enforcement); chief examiner (civil enforcement); chief tax inspector; chief forest ranger.

Group 2 has a salary coefficient from 4.00 - 6.38 with a salary from 9.36 - 14.9292 million VND/month.

Civil servants in this group include: Chief accountant; Chief animal and plant quarantine officer; Chief dike controller.

Group A1 civil servants have salary coefficient from 2.34 - 4.98 corresponding to salary from 5.4756 - 11.6532 million VND/month.

Civil servants of grade A1 include: Specialists; district, town, provincial city enforcement officers; notaries; inspectors; accountants; tax controllers; auditors; bank controllers; customs inspectors; animal and plant quarantine officers; forest rangers; dike controllers; accountants; market controllers; statisticians; product and goods quality controllers; preservation technicians; primary enforcement officers (civil enforcement); examiners (civil enforcement); judgment enforcement clerks (civil); tax inspectors.

Civil servants of grade A0 have a salary coefficient from 2.10 - 4.89, corresponding to a salary from 4,914 - 11,4426 million VND/month.

Civil servants in this category are required to have a college degree (or college bachelor's degree).

Type B civil servants have a salary coefficient from 1.86 - 4.06 corresponding to a salary from 4.3524 - 9.5004 million VND/month.

Type B civil servants include: Intermediate-level officers and accountants; tax collectors; treasurers of money, gold, silver, and precious stones (banks); intermediate-level customs inspectors; animal and plant quarantine technicians; intermediate-level forest rangers; intermediate-level dike controllers; preservation testing technicians; intermediate-level market controllers; intermediate-level statisticians; intermediate-level product and goods quality controllers; intermediate-level execution clerks (civil); intermediate-level tax inspectors; intermediate-level preservation technicians; preservation warehouse keepers.

Type C civil servants are divided into 3 types.

Type 1 has a salary coefficient from 1.65 - 3.63 corresponding to a salary from 3,861 - 8,4942 million VND/month.

These are civil servants working as treasury and bank treasurers: Cashiers; customs officers; junior forest rangers; group 1 warehouse keepers; group 2 warehouse keepers; security guards, patrol guards; reserve warehouse security guards.

Type 2 of group C civil servants has a salary coefficient from 1.50 - 3.48 corresponding to a salary from 3.51 - 8.1432 million VND/month. These are civil servants working as treasurers of agencies and units; tax officers.

Type 3 of this group of civil servants are those who work as primary accountants, with a salary coefficient of 1.35 - 3.33 with a corresponding salary of 3,159 - 7,7922 million VND/month.

In addition to increasing the basic salary, the Government also proposed to continue implementing current allowances.

The Government also proposed to supplement the bonus fund (equal to 10% of the basic salary fund) of the public sector to create a source for leaders to have more mechanisms and policies to promptly reward, motivate and encourage cadres, civil servants and public employees who have made many contributions in performing assigned tasks.

Thus, in addition to the above salary, from July 1, civil servants will also receive two other allowances: allowances (depending on specific positions and fields) and 10% bonus (depending on whether they receive a large or small bonus or no bonus).
