On the afternoon of June 26, the National Assembly discussed the contents of salary reform; adjusting pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits from July 1, 2024.

Price increases must be controlled.

Giving his opinion on the discussion, delegate Ta Van Ha (Quang Nam) said that along with salary increase, it is necessary to continue to promote streamlining the apparatus and reducing staff.

According to Mr. Ha, in reality, before the salary increase, prices had already increased, so it is necessary to have a solution to stabilize prices, especially for consumer goods, and it is important to pay attention to personal income tax with family deductions that need to be studied.

"Now that the standard of living is increasing, costs are expensive and salaries have increased by 30%, family deductions should at least increase by 30%, or even 50% to be reasonable," Mr. Ha suggested.

Delegate Duong Minh Anh (Hanoi) pointed out that because the salary reform policy has not been applied, the current salary scale, salary table, and allowance regime continues, causing a number of civil servants and public employees in the public sector, including those in the education sector, to have many concerns and worries.

Stating that up to now, teachers still continue to "wait and see" until there is a new salary reform policy, she earnestly suggested that when studying salary reform, it is necessary to institutionalize policies on salary and professional allowances for teachers.

Proposal for new salary calculation

Delegate Tran Hoang Ngan (HCMC delegation) said that in the past 20 years, Vietnam has adjusted the basic salary 14 times.

Of which, 2 times the basic salary increased increased inflation, that is in 2008 when the basic salary increased by 20%, inflation increased from 6.3 to 23%; in 2011 when it increased by 13.7%, inflation increased from 9.2% to 16.8%.

In fact, inflation is increasing not only due to basic salary but also due to world inflation, rising world oil prices, rising exchange rates, etc. Therefore, in the coming time, he suggested that the Government should pay attention to 4 issues.

Firstly, monetary policy needs to be flexible according to the inflation target of 4% and the exchange rate must be kept stable. Secondly, adjustments to state-managed goods and services such as tuition fees, medical examination and treatment service prices, etc. must be spread out, not all at once and must be far from July 1.

Third, prepare goods, ensure supply of goods, avoid shortages, and promote production.

Fourth, we must control psychological inflation, rumor inflation, domino inflation, and following the flow of water, and must strengthen inspection, examination, and strict punishment of issues related to price laws.

Delegate Nguyen Quang Huan (Binh Duong) said that if salaries keep increasing to fight inflation or only set goals to ensure living standards, it will not encourage cadres, civil servants, public employees, and those working in the public sector.

"When their salary is large enough to cover expenses and support their family, and is worthy of their contribution to GDP growth, then they will not want to be corrupt and will be very afraid of getting involved in corruption, because they may lose their previous income," said Mr. Huan.

For comprehensive reform, he proposed to come up with a calculation formula and base it on annual GDP.

"It may not be possible to do it this time, but in the long run, doing so is the fundamental solution. If we can do that, it will save us the trouble of having to stockpile and mobilize budget resources for reserves like we do now," said Mr. Huan.

He assessed that the reserve of more than VND913,000 billion to serve this salary increase is a huge effort.

However, this source is still "not big enough", because if it were big enough, it would not have to increase the subsidy from 2,055 million VND to 2,789 million VND, which is a very odd number.

"That makes it very difficult for the implementing unit. Why not convert it to 2,700 or 2,800 million VND, or for some other reason? I think it should be considered to facilitate the implementation process," Mr. Huan said.

In a further clarification report, Deputy Prime Minister Le Minh Khai affirmed that in this salary increase, the Government pays special attention to price control and CPI index.

"We have assessed that the CPI is likely to increase by 0.7% while GDP growth contributes 0.21%. This increase is therefore mainly psychological, there is also demand due to salary increases but not high. Because the supply and demand of goods can be met, especially essential goods," Mr. Khai analyzed.

He stated that he accepted the opinions of the delegates and pledged that the Government would continue to direct more decisively.
