Always ready to deploy unified use of VNeID electronic identification accounts in performing online public services from July 1, 2024

On May 29, 2024, the Government Office issued Official Dispatch 3701/VPCP-KSTT on the conversion and use of VNeID accounts in performing administrative procedures. Previously, the Government issued Decree No. 59/2022/ND-CP regulating electronic identification and authentication. Accordingly, from July 1, 2024, VNeID will be the only account in performing administrative procedures and providing online public services.

Electronic identification and centralized, unique electronic identification for each country is an indispensable trend in the current digital age. This is a form of authentication and certification of the identity of an individual or organization through electronic means and technology in the electronic environment.

Recognizing the importance and benefits of using a single identification account, in recent times, in order to prepare for the unified use of electronic identification accounts (VNeID accounts) issued by the Ministry of Public Security in performing online public services from July 1, 2024 according to the provisions of Decree No. 59/2022/ND-CP on electronic identification and authentication, Vietnam Social Security has synchronously deployed many solutions, specifically as follows:

Firstly, Vietnam Social Security is the first unit to connect with the Ministry of Public Security to share and authenticate information between the national insurance database, the national population database and the citizen identification database. Ensuring information safety and security to connect and implement activities under the Government's Project 06 in general and identification and authentication in particular.

Second, synchronize the authentication of personal identification information of social insurance, health insurance, and unemployment insurance participants between the national insurance database and the national population database. By June 2024, the Vietnam Social Security system had authenticated over 97.6 million demographic information in the national insurance database with the national population database (of which more than 87.4 million people are participating in and enjoying social insurance, health insurance, and unemployment insurance policies). This is an important premise for synchronously deploying information on electronic transaction accounts VssID - Social insurance number (login account is the social insurance code) issued by the Social Security agency with the electronic identification account VneID (login account is the personal identification number, citizen identification number) issued by the Ministry of Public Security.

Third, to deploy public services in the electronic environment, since September 2020, Vietnam Social Security has deployed the issuance of identification accounts (VssID accounts) for individuals to log in to the VssID application and perform public services. To date, nationwide, there have been about 35 million personal electronic transaction accounts with the Social Security agency issued with a process equivalent to level 2 identification as prescribed in Decree No. 59/2022/ND-CP.

With the support of the Ministry of Public Security, since October 2023, Vietnam Social Security has connected technology and deployed the use of VNeID accounts to log in and use the VssID application. According to statistics on the Vietnam Social Security system, to date, there have been more than 12.2 million uses of VNeID accounts to log in to the VssID application. With this deployment of Vietnam Social Security, it has helped people have more options to use their accounts when they need to exploit information, use health insurance cards, and perform online public services for individuals on the VssID application.

At the same time, it shows that Vietnam Social Security is ready to deploy the unified use of VNeID electronic identification accounts in performing online public services from July 1. Currently, Vietnam Social Security is continuing to coordinate with the Ministry of Public Security to deploy the use of VNeID accounts to log into the Vietnam Social Security Public Service Portal - this is the place that provides all online public services of the Vietnam Social Security industry.

Fourthly, along with the deployment of using VNeID electronic identification accounts to log into the VssID application, Vietnam Social Security has also deployed the integration of health insurance card information (with about 112 million integration requests as of the end of May 2024), social insurance book information (with about 19.4 million integration requests as of the end of May 2024)) onto the VNeID application to serve the needs of users to look up and track information on social insurance and health insurance contributions and benefits, and use of health insurance cards in medical examination and treatment.

To effectively deploy the unified use of VNeID electronic identification accounts in performing online public services, Vietnam Social Security has been and is continuing to closely coordinate with the Ministry of Public Security and relevant ministries and branches to create maximum convenience for people in the process of interacting and transacting with the Social Security agency.
